HomeMy WebLinkAbout10-24-19 PB motion notesMotions made by Planning Board in consideration of draft plan Happel draft 10-29- 2019 1) Motion: Theme, shape of the city, 1 to be the introduction to the Land use Map discussion. Move goals and objectives to other appropriate themes. (motion passed) 2) Motion: Reword N-1(f) to “Review and where appropriate revise block and Lot design standards throughout the City.” (motion passed) 3) Motion: Goal N-1, wordsmith/add language in Objectives and actions to encourage diversity of use on the land use map. No specific language suggested. (motion passed) 4) Motion: Goal DCD-1(e) revise wording to remove reference to corridors and focus commercial development on centers. Broader theme to be reflected through the plan. Time index 6:34 pm. (motion passed) 5) Motion: Goad DCD-2(k) broaden to not only reference commercial but to also apply to residential development. (motion passed) 6) Motion: Drop Goal EPO-1 which had been inserted by Chairman. (motion fails) 7) Motion: Move to keep EPO-1 and provide appropriate objectives and actions. Time index 6:57 pm. Include EPO-1 “Work to ensure that development is responsive to natural environment [wording to be determined by staff but not ‘amenities’].” (motion passed) PB noted need to develop Objectives and actions. Suggested elements, “Activate our connections to waterways by creating points of engagement bringing people to water’s edge”. No net loss wetlands is in the strategic plan. Saunders suggests something about working with ACE to keep wetland mitigation in the Gallatin Valley. Subdivisions to incorporate community gardens as open spaces where there are good soils. 8) Motion: return all goal statements as written from consultant draft 5 to the Happel draft. (motion failed) 9) Motion: change wording of EPO-3 to “Address climate change in the City’s plans and operations.” (motion passes) Related direction, place reference to Climate Action Plan update current in development within the body of text of growth policy. 10) Motion: Goal G-3, add reference to PCC plan now in public review. https://gallatincomt.virtualtownhall.net/planning-community-development/pages/triangle- community-plan and add to links for Theme 7. Add objective and action re working with Gallatin County to keep rural areas rural and having a clear edge of the urban development as the City expands outwards. Language from Triangle plan is to achieve “Compact, contiguous development and infill to achieve an efficient use of land and infrastructure, reducing sprawl and preserving open space, agricultural lands, wildlife habitat, and water resources.”(motion passed) 11) Motion: Goal M-2(e) add objective and action “Build streets that prioritize safety of users.” (motion passed)
