My concern is related to the need for additional considerations to respond to item 1c related to "special conditions necessary to protect the public health, safety, and general welfare." In the application , "no such additional conditions have been identified" was stated as the response. I would like to point out in the management plan documentation the acknowledgement for galavan to transport guests to the location due to the distance from public transportation. There is no plan to protect the safety of the community in the occurrence of individuals being asked to leave the property. In the public meeting, I was left with the impression that the police would be called. I would like this clearly articulated in the management plan procedures. Given there is no way to reach public transportation once guests have been transported to the west ridge location, this does in fact raise a potential public safety issue given the proximity to local schools and embedded location in a residential neighborhood. And frankly, this could be a safety concern for the individual asked to leave -- there is no where to go, but residential houses nearby and given the general emotional response to this plan I am concerned for these people as well. I would like to see HRDC to amend their request with an articulated plan for what staff should do in the event someone should be asked to leave. Could the Bozeman PD be called for a welfare check on the individual? Could they be transported somewhere else? They should not be "kicked out" to roam the neighborhood as that is insuffient to meet the requirements for the special use permit. Thank you for your time & attention-- Kathi & James Irvine
