Contract with Martel Construction for The Anderson Pavilion at Bogert Park Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Jon Henderson, Strategic Services Director SUBJECT: Construction Contract for the Anderson Pavilion at Bogert Park MEETING DATE: November 4, 2019 MEETING TYPE Action RECOMMENDATION: Ratify the City Manager’s signature on a contract with Martel Construction for services related to the repair of the Anderson Pavilion at Bogert Park. BACKGROUND: On July 15th, 2019 the City Commission directed staff to proceed with “Option 3” for repair of the Anderson Pavilion at Bogert Park (formerly known as the Bogert Pavilion). This project will result in the highest level of safety and longevity following a partial roof collapse that occurred on March 17th, 2019. Martel Construction was selected through a competitive RFQ / RFP process for General Contractor / Construction Manager services. The attached contract has been reviewed by the Legal Department and signed by the City Manager to expedite a stabilization effort to avoid further damage throughout the upcoming winter. Work is currently underway to remove the failed roof sections, including installation of a support system to prevent further collapse. A final design will be completed in November, with a goal of bidding the project in December. Construction is tentatively scheduled for March through June, 2020 in an effort to have the facility open to the public by early summer. The Facilities Superintendent and Parks Superintendent are in the process of developing a plan for annual inspection and preventative maintenance for all park facilities (including a citywide condition inventory budgeted for FY20 Q3). UNRESOLVED ISSUES: None. FISCAL EFFECTS: On June 24th, 2019 the City Commission allocated $200,000 to the project as part of Resolution No. 5048 adopting a final budget for FY20. An additional $209,507 was allocated on September 9th, 2019 as part of Resolution No. 5068 setting mill levies for FY20. On October 21st, 2019 the City Commission accepted a donation of $350,000 in exchange for naming rights (“The Anderson Pavilion at Bogert Park”), bringing the total budget to $759,507. An estimated additional $100,000 will come from MMIA as part of our insurance claim with the final amount 82 yet to be determined. Construction costs are anticipated not to exceed $650,000. Expenses related to the initial response include $48,000 to date. Any remaining balance upon project completion will go back to the General Fund. ALTERNATIVES: As suggested by the City Commission.
