Recreation and Parks Advisory Board
September 12, 2019 - 6:00p.m.

Minutes
A. Call meeting to order: Tony Thatcher,Vice Chair
B. Changes to the Agenda: None
C. Public Comment:
-- Betty from Gallatin Alliance for Parkways spoke in support of the work Marilee Brown is doing and will
be presenting at this meeting.
D. Approval of Minutes: None
E. Announcements:
-- Stephanie Grey resigned from the board because of her new job.Will need to fill her spot on the TOP
Committee and should email the board for nominations.
-- Heather Demorest with City/County Health Dept.will be back in October for an update to the Tobacco
Free Parks study.
G. Special Presentation:
--Galla10 Alliance for Pathways Update- Marilee Brown
-- Marilee gave an overview and update of the work that has been done since last presenting to this
board. Using a map,she explained where the project is now and what is left to connect. One end on the east
side will go to the Cherry River Reservoir and a second section will connect to Jack Rabbit, each about 1/2
mile. Planning to apply for a TOP grant to complete both sections and would like to have this board's
support in the form of a letter to the TOP Committee and a motion for Commission recommending their
support.They have pledges and grants for matching funds but are waiting until they know if and how much
TOP dollars they would receive.
-- Chris Mehl explained the Commission would be interested in learning just how much of the remaining
TOP funds will be needed for cost overruns for the last few projects still incomplete and a west side trail
improvement project that Parks and Public Works have been discussing. He asked Addi if she can get a
ballpark figure by the next board meeting.
-- Discussion continued with questions to clarify how they need to proceed with matching funds,other
ideas to help see this to completion,and about coming back to this board for the motion of support.
H. Committee Report,Discussion,and Action Items:
1) Subcommittee Reports:
-- Park&Trail District Subcommittee:Mitch Overton
- Mitch explained the most recent decision by Commission to go to the voters in 2020. Later in the
Fall, Commission will receive the ballot language and then decide the date it goes to the voters.

-- PROST Plan Subcommittee: None
-- Master Plan Subcommittee Update: Richard Shanahan
-Addi Jadin spoke about the Oaks Springs Park upcoming project and ice cream social on Sept. 19th in
partnership with the Optimist Club. Mentioned planning for the grand opening of the Trail to the M
Project but doesn't have a date yet. Mitch answered a question about the parking near the Forest
Service.They are looking at improving the parking,and the city would entertain support for it if it
involves a tunnel under the roadway for safety concerns.
2) Sports Park Foundation Update: None
3) Division&Gallatin Valley Land Trust Report:Matt Marcinek
-- Matt explained that Penelope Pierce will be retiring, and with that change, other staff positions have
changed to accommodate that. He mentioned the Gallagator Trail activities, and how there have been
38 groups working on trails this summer to total over 1800 hours.
4) Subdivision Review Committee Report: Richard Shanahan
-- On Monday night, Commission adopted the new CIL value,raising it from$1.50/sq. ft.to $1.60/sq.ft.
She recommended this be reviewed and updated every 6 months.
-- She explained that she is working with Community Development to improve the park plan
application requirements.
--She gave updates on the 3 projects the committee has reviewed since July.
5) Action Item:
a. RPAB Meeting Location Change: Mitch Overton
-- Motion by Steve Roderick to move the meeting time to 6:30pm,keeping it on the second Thursday
of the month; Second by Richard Shanahan; Approved by all members present.
6) Parks&Cemetery Superintendent Report: Thom White-excused
7) Parks&Recreation Director Report:Mitch Overton
--Thom's off tonight.Going forward all the division managers (Aquatics, Parks&Cemetery, Parks
Planner, and Recreation)will submit monthly reports that you'll receive with the monthly agenda.
Those managers will only attend this meeting when they have a specific topic they'll need to present.
--Other department news includes plans for the opening of the Trail to the M project and the date/time
is still to be determined,but will take place sometime the end of October. He gave an update to the
Mendenhall&Black Pocket Park, and the annual ethics training will take place at the November
meeting. He talked about the Kiwanis Club's recent donations to the Bozeman Sports Park with the
pavilion, picnic tables,and trash receptacles.Since their organization is meant to be focus on children,
the recent news about work on the Children's Memorial Garden in Westlake Park got their attention
and interest in helping this park get additional help. He spoke about the upcoming conferences some of
the staff will be attending at the national level and at the Montana League of Cities and Towns in
Billings which he and other Montana leaders have been working together to see more Parks and
Recreation focused topics at this state conference. He added that the Fall&Winter Program Guide is
now available with a busy line up of activities, and after Labor Day the Swim Center reopened once the

yearly maintenance, cleaning, and installation of the bulkhead was complete.
8) City Commissioner Perspective: Chris Mehl,Deputy Mayor
-- Responding to the pools questions,he said fixing Bogert equals about$6/household.
9) FYI/Discussion
-- Next Meeting: 6:30 at City Hall—Commission Room on October 101h
