Fischer - Density Cap on Transitional HousingFrom:Nic Fischer To:Sarah Rosenberg; Agenda Subject:Public comment on Application 19438 Date:Friday, October 25, 2019 2:23:59 PM Sarah, and Commission crew, I appreciate Sarah taking the time to read and respond to my questions. Sarah has informed me there is no density cap on Transitional Housing. I have combed, many times, all applicablecodes and ordinances, and do not see any legal basis for this claim. The closest I have found is in the exclusion of a warming shelter being defined as a Household (Sec. 38.700.090).Language describing density requirements in zoning areas does not explicitly define a Household size as the sole measurement of appropriate density. 36 people in one home on a street of families is not in keeping with R1 standards, and it certainly is not in keeping with the R1 zone HRDC's proposed warming center is located in.HRDC continues to stick to the narrative that they will usually only house 12 or so guests, if this is true why not allow the Special Use Permit to reflect that? I also wish to point out how misleading HRDC's public notice is. The warming center is notfor "women and their families" it is for women and families. There is also no mention of the number of people the center will be housing, the primary objection from the neighborhood. I have also been informed that prior to HRDC's public notice, when informing the mostimmediate neighbors information was given that is not truthful. One man was told HRDC will be housing 7 people, if it is HRDC's legal responsibility to inform the nearest neighbors,should they not also be required accurately represent the facts?
