Subject:Concern for HRDC special permit request
Date:Thursday, October 24, 2019 1:23:48 PM
Dear Ms. Rosenberg, Mr. Matsen and City Leaders,
I would like to voice my concern with the request with HRCD and the special permit request
for the house on Westridge Drive. I would like to start off by saying that I grew up in a familythat provided housing, food and supplies for both homeless families in our community and
those needing an extra hand. Additionally, after my divorce, I myself struggled financially tosupport my child and myself for many years. I want to express this because my opposition to
this special permit request is not out of a lack of compassion or a desire to aid those in need. Infact, I AGREE that the town of Bozeman does need more options for those needing housing
during colder months or needing assistance during periods of transition.
My concern with the proposed location is that it is unsuitable for 2 reasons; 1)proximity toschool 2) access to public transportation
This location, 3025 Westridge Drive is 287 FEET from an elementary school playground. Is
this allowed?Additionally, I worry that this property has not been thoroughly vetted for access to public
transportation. If the residents of the shelter did choose to leave during the evening hours, it isa mile to the closest bus stop. Isn't this too far for someone to walk in the cold? Please
consider the below:
According to: Ordinance 1997, Zone Text Amendments to Add Transitional and EmergencyHousing as an Authorized Use: (pg. 355)
"D. Additional criteria. The review authority may, in its sole discretion, apply additional
criteria the review authority deems necessary to mitigate impact(s) of the proposed use as acondition of approving a special use permit, including but not limited to: 1. The site where
such use is proposed is within ¼ mile of a sheltered public transit stop."
Please consider slowing this process down and allowing for proper consideration given all ofthe facts which should be presented to those that live in the community.
Thank you for your consideration of my questions and points,
Kimberly Franke2811 Westridge Drive
