RE: COMMUNITY PLAN UPDATE – FUTURE LAND USE MAP DISCUSSION

The primary intent and purpose of this meeting is to evaluate and make recommendations on
the draft Future Land Use Map (FLUM). The secondary objective to initiate review of the
October 1, 2019 draft Community Plan document. Based on previous discussion of the Board
the draft FLUM has been revised to highlight changes more clearly as directed by the Board.
There are several maps included in the packet for this meeting. One only shows the locations
where edits are proposed superimposed over the air photo for context. One show the existing
overlaid with the edits so the viewer can see what a completed map will look like. To help
distinguish new and old the edits have a black line around them. Other maps are also provided
for reference. Edits include both alteration and consolidations of categories. For example,
some areas are newly designated as category 7 from category 1 to reflect actual change in use
since the 2009 plan and other areas show as edited due to consolidating from the “other
public lands” category that was deleted.
Currently there are eight (8) land use categories including the Regional Commercial and
Services. They are:
1. Urban Residential
2. Residential Emphasis Mixed Use
3. Commercial Emphasis Mixed Use
4. Regional Commercial and Service
5. Community Core
6. Industrial
7. Open Space , Public Lands, and Institutions
8. Currently Inappropriate for Urban Development
The primary purpose of the October 15, 2019 Planning Board meeting is to discuss the draft
FLUM map, revise as desired, and forward a recommended version to the consultant (Logan
Simpson) to be included in the draft Community Plan for further discussion. Questions to
consider:
1. Do the current category boundaries accurately reflect the revised land use
classification boundaries?
2. What boundaries need to be adjusted to reflect the revised classifications?
3. How to illustrate the intent of the map in relation to development uncertainty?
4. Is (are) there missing land use classifications?
5. Should/ought the proposed eight land use classifications be further consolidated?
6. Does the map communicate what is intended to the different users – City and County
staff, City and County elected officials, landowners, developers
The future land use categories are correlated with the implementing zoning districts. The City
Commission previously eliminated the R-S district for new development and, therefore, is not
included as an implementing district in any of the future land use categories. It is proposed to
remove the REMU zoning district from Urban Residential to further differentiate from the
Residential Emphasis Mixed Use category.
Please remember that the future land use plan is not limited only to the area expected to be
required for City expansion over the next few years. It shows what the City believes to be
appropriate at such time as it changes from its current use. This may be sooner or many years
in the future.
