RE: Community Plan FLUM Map and Narrative Questions Tom and Planning Board,
As we begin the community dialog regarding the land use component of the growth policy
update, we would like to offer the following questions. The Downtown Partnership is preparing formal public comments, any answers or insight regarding these questions will help us improve our pending comments.
Community Core Land Use Description - To use consistent language throughout multiple
planning documents, please consider using more specific terms. For example, the Community Core use designation encompasses more than just the "historic downtown" therefore the areas surrounding the designated Main Street Historic District should be also be acknowledged in the narrative. The description should recognize that the primary upper floor use downtown has
traditionally been office rather than residential, noting that the latter is becoming more prevalent.
The proposed language indicates that new residential uses should be “high density”, which is true of all downtown uses. As "density" is a relative term, will further clarification be provided elsewhere in the document to define levels of density?
Land Use Classification to Zoning Correlation Table - The table indicates that B-2M will be
designated as Community Core rather than Commercial Emphasis Mixed Use or Community Commercial Mixed Use. Is there a compelling rationale that Community Core be an exclusive designation for downtown and the B-3 zone? Or what is the rationale that Community Core would include B3 and B-2M?
Future Land Use Map - The Community Core description identifies "essential government services" and "open space" as integral parts of the designation. Yet, the proposed map shows islands of Public Lands, Institutions and Open Space separate from the Community Core. Since PLI zoning is an allowed use classification in Community Core, what are the positives and
negatives of designating all of downtown/B-3 as Community Core with parts zoned B-3 and PLI versus using separate land use designations for Public Lands, Institutions and Open Space and Community Core? Part of the issue here is the inherent confusion created by zoning and land use designations having the same name, such PLI and REMU.
