Commission Memorandum
REPORT TO: Mayor and City Commission
FROM: Marty Matsen, Community Development Director
SUBJECT: Presentation of Unified Development Code Community
Platform, an online database for boards, committees, design
professionals and the general public to be able to more easily
track and make suggestions regarding biannual edits to
Chapter 38 of the Bozeman Municipal Code (BMC) also known as the Unified Development Code (UDC).
STRATEGIC PLAN: The idea for an inclusive, web-based system for tracking and
gathering community input on scheduled changes to the UDC
supports several vision statements from the Strategic Plan including: “An Engaged Community” and “A Well-Planned
City.”
MEETING DATE: October 28, 2019
AGENDA ITEM TYPE: Staff Presentation, listed as action item in order to allow for
Commission input and staff guidance.
RECOMMENDATION: N/A
SUGGESTED MOTION: No motion necessary unless formal guidance is
warranted.
BACKGROUND: Currently, both private sector and city-initiated edits to the
UDC are processed on a random schedule. Creating a more formal biannual update process with an easy-to-use online database will help with transparency, predictability and
workload management. Users will be able to see and comment
on the list of upcoming edits as well as suggest future edits.
This is one step in making the UDC more of a “living” document that is owned and maintained by the entire community.
UNRESOLVED ISSUES: None at this time.
ALTERNATIVES: No alternative has been identified at this time. However, staff is open to any additional ideas that could improve
the system.

FISCAL EFFECTS: The work of maintaining the system to ensure it is up to date
and that it contains the most relevant information will involve
significant staff time. This work could be done by Community Development administrative staff. More discussion will need to happen regarding workload related to the actual UDC edits.
ATTACHMENTS: None, the Community Platform has been created on the City’s website, but has not been made public. A detailed tour of the
new page will be given at the meeting on October 23rd.
