But, when private developers close off public roadways, the city should REQUIRE that the closure be the bare minimum and that the contractor(s) work FULLTIME until the necessary utility installation is completed. Yesterday, a contractor started on utility work on/across Durston, with a closure from 7th to 9th. The start of this project has been a moving date and nothing was on TV or in the paper on Tuesday stating today is the day. The contractor is keeping bankers hours on this project. I was on Durston today about 5PM and NOBODY was working in the roadway. The city should require the contractors to work 24/7, under artificial lighting as needed, to minimize the road closures and disruptions to the public. This closure is for the benefit of a private developer, not a roadway improvement for the whole city's benefit. About six weeks ago, a similar road closure took place on Main, west of Rouse, for the benefit of a private developer. I was eating dinner downtown and watched this work shut down at 5:30PM one day. This is another project that should have been required to operate 24/7 until Main could be reopened to the public with a minimum of disruption. These shutdowns might be to connect to city water and sewer, but the work MUST be done with the least disruption to the public. Respectfully David Cole
