I have cc'd Ms. Rosenburg in the planning department and another neighbor ofmine, Paige Culver. I would love to include Marty Matsen on this email but I don't have his address. I would be more than happy to address my concerns to him directly. Itseems completely insane and undemocratic to me that the City does not hold public meetings for a Special Use Permit?! This impacts so many people in so many surroundingneighborhoods whose children pass by this location daily. It impacts the two schools and the neighbors who live around the house. How is it possible that the house is to codeand can legally allow over 30 individuals to sleep in it? Does that meet the fire code? Are the windows downstairs egressed? We also would like to know what the criteria is thatthe planning department is basing this major decision on. HRDC is clearly trying to quietly get this passed before we are allowed to have much input on the decision which, tome, speaks very poorly of the organization. Sarah is essentially telling us that the City is asking our neighborhood, one made up of very modest-income families, mind you, to risk the safety of our children, the character of our neighborhood and the value of our homes in order to bus over 30 homeless and transient individuals across town every night during the winter (and possibly longer throughout the year) to be unattended for hours during the evening/night/morning (many of whom have criminal backgrounds, could possibly be sex offenders, but have "checked their weapons at the door" (a direct quote from an HRDC employee at last night's meeting, as if that is supposed to make us feel better) on a major route taken every single day by children, walking and biking directly by the home in question, to their elementary and middle schools, many of whom are not escorted by their parents. The least the city could do is hold a public hearing, for goodness sake. From Sarah Rosenburg: This project was submitted just last week and I didn’t receive it until Monday. Staff is currently reviewing it under the Bozeman Municipal Code. This is an administrative process, however, there is a public notice period that lasts typically 15 days. Once the project has been deemed adequate (i.e. they have all the appropriate information that weneed to review and staff has conducted a thorough review to determine if it meets minimum standards of the code), then it will go on notice which consists of a sign posted onthe property and neighbors within 200 feet of the property receiving a postcard. It also shows up on our mapping site when it goes on notice(https://www.bozeman.net/government/gis-mapping). Since the review has not been completed, I do not know when notice will begin or if more information is needed from theapplicant. The City does not hold public meetings for the Special Use Permit process. HRDC’s meeting last night was conducted independently. During the notice period, it is best forresidents to submit written comment in order for it to be part of the record and taken into consideration. The Director of Community Development makes the final determinationbased on the projects content, staff analysis of code, and public comment. It's most unsettling that there seems to be an attempt to do this quickly so there isn't time for the public to respond. HRDC does not seem to be following the protocol. I do hope someone from the city will attend the meeting. 1. According to HRDC, the proposed warming site on Westridge will process on average 10-15 people per night from Nov to March with a max capacity of 20 people. Theyneed the house to handle overflow from other locations. The homeless will be transported from HRDC headquarters each day. The focus will be on families and single women,but men are not excluded. This is not a home reserved only for women and children. In terms of usage at the low end (10 per night), this house could process 1500 people fromNov - March. On the high end 3000. Maybe some would be long-term occupants but it sounds like its more of a mixed bag. 2. They have applied for a special use permit with the city which they hope to get by Nov 1. A permit is required because the home is zoned R1. They do not have a permit yet. 3. HRDC does not deny housing for people with a criminal history. There is NO application process or qualification process to stay the night. Simply show up. 4. Adam confirmed that more than likely, people staying in the house would have criminal records. He can't say for sure how many on average, but this is common with thehomeless. At their men's shelter, police where called out on average 2 times per week this year. He didn't have details on those calls. Adam also confirmed that they have hadissues with both drugs and alcohol being present at the shelters. 5. HRDC discourages people from leaving the house at night, but they can't stop them from doing so. The proposed hours are 7pm - 7am. Theoretically, a person could show up, get a little sleep then walk out the door. After a nights stay, anyone occupying the house is free to leave, which means that they would more than likely walk through Figgins on their way towards main and other areas North. This could conflict with the existing school schedule for walkers, bikers who attend Morning Star and Sac. 6. The house in withing 100yrds of school property and the main crosswalk for Morning Star School and sac. I will mention again that HRDC offers "low barrier" housing and DOES NOT perform background checks. This means that drug offenders, criminals, sexual predators, etc would all be welcome to stay at the residence. 7. The house would be staffed from 7pm - 7am. I assume these are HRDC volunteers or employees. 8. Volunteers and HRDC employees would need parking. Second Neighbors Notes: Hi I talked with Adam from HDRC he said they had to fill out a special permit from the city and are waiting to get it approved. I also asked him why there was no posting on theproperty? I asked him what the criteria was for posting? He seemed unsure as I was. He said that is what the informational meeting is tonight for the public to ask questions. He also said they didn’t post it because they didn’t want homeless people just showing up? hmmmm I also said you already bought the house and did not check it out first. Hesaid they let people within 200 feet know. I said what will you do if this does not go through and he said 20 people will be without a place to sleep. I agreed that would be sadbut in order to make decisions in the city you need to look at the greater good of the community of the neighborhoods, schools, and kids around it. They do not know what it willbe in the off season. It is not affiliated with family promise. They do not know if crime increased around Christ the king during the last 2 years of hosting it. It does say something about needed sheltered public housing within a quarter mile, which the proposedhome does not have. It also touches on maintaining the character of the neighborhood which cramming 12 men in a home that has much fewer bedrooms does not seem toqualify, either. Here’s an update on the situation. Those interested in operating a recovery house have contacted the city, but it has been at the inquiry level only. No formal proposal has been made and the scope, size, timingand details of a proposal—if/when there is one—are not set at this time. Any proposal would require a site plan. If/when this is proposed it would be a public document with notice (posting at the site, mailing to neighbors, etc). Such a proposal would be reviewed by the city after it is received, taking 6-8 weeks at a minimum; with plenty of opportunity for public comment.
