Acceptance of a Donation for the Bogert Park Pavilion Renovation Costs Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Andrea Surratt, City Manager SUBJECT: Accept the donation from Marcia Anderson for a portion of the repair and renovation costs for the Bogert Pavilion MEETING DATE: October 21, 2019 AGENDA ITEM TYPE: Action RECOMMENDATION: Acceptance of the donation of $350,000 and rename the Bogert Pavilion to The Anderson Pavilion at Bogert Park BACKGROUND: Since 1977, the Bogert Pavilion has been home to countless family gatherings, farmers markets, and winter ice skating. Popularity has soared in recent years as Bozeman continues to grow, with over 90 days of reservations made annually. As Bozeman’s only large outdoor facility, there is a strong desire to restore the pavilion to its original purpose. On March 17th, 2019 after a heavy snow event one of the ten arched beams gave way. Fortunately, no one was injured. After securing the site, the City contracted with a local engineer to perform a thorough structural assessment. It was determined that the collapse was a result of “unbalanced snow load in conjunction with rotting and delamination”. Signs of deterioration can be found throughout the pavilion after decades of exposure. The City Commission decided on July 15th, 2019 to repair the pavilion to the highest degree of safety and longevity for the future (including bringing the structure up to current building code). City staff are implementing annual inspections and preventative maintenance for all park facilities in an effort to avoid future issues, including a city- wide condition assessment planned for early 2020. Staff has assembled approximately 50% of the funds needed to repair the facility based upon Option 3 that would cost more than $650,000. Funds were identified in the FY20 Budget as well as through insurance payments from MMIA that are estimated at $100,000. The plan was to make up the difference in the FY21 Budget and make the repair in phases. Now, considerable progress can be made on the Bogert Pavilion, thanks in considerable part to a donation of $350,000 from Marcia Anderson in exchange for naming rights (“The Anderson Pavilion at Bogert Park”). We are grateful to have such generous support from the community. The hard work and thoughtfulness of Commissioners, including Commissioner Cunningham, enabled this need to be presented to Ms. Anderson at a very critical time in the project reconstruction. Though the submitted correspondence, Ms. Anderson also saw the need of the Bozeman community and felt compelled to give generously to the pavilion repair. A formal recommendation for acceptance was presented to the Recreation & Parks Advisory Board (per current policy) and approved unanimously. This closes the funding gap needed to do the work outlined in Option 3 from the July 15th discussion and will bring the structure up to current building standards that will ensure safety and longevity, and doing so in a single phase of renovation. A contract has been awarded to Martel Construction for General Contractor / Construction Manager services. Early meetings have taken place to begin preparing for the winter. Martel will be removing some of the failed roof sections and installing a support system to prevent further collapse. A final design will be completed in November, 37 2 with a goal of putting the project out to bid in January. Construction is tentatively scheduled for March through June in an effort to have the facility open to the public by early summer. It is unlikely we will be able to accelerate the process due to long lead times for the new beams (i.e., the Pavilion will not be available for public use this winter). RECOMMENDED MOTION: I recommend to accept the generous donation from Marcia Anderson in the amount of $350,000 for the repair and renovation of the Bogert Pavilion in exchange for naming rights for the facility as requested and to rename the facility The Anderson Pavilion at Bogert Park. UNRESOLVED ISSUES: None. ALTERNATIVES: As suggested by the City Commission.
