Everyone attend October 3 board meeting
In attendance: Susan Fraser, Scott Hedglin, Nolan Campbell, David Fine, Carl Solvie,
Valerie Wyman, Terry Cunningham
A. Call to Order – As past chair, Scott called the meeting at 4:35pm.
B. Changes to Agenda – none.
C. Public Comment – none.
D. Approve Minutes
Valerie motioned acceptance of July 11 minutes as presented. Nolan seconded the motion.
All in favor.
F.2. Action Item – N 7 Streetscape project update
Kevin with Morrison-Maierle gave an update on the Beall to Durston plans as they are not
with MDT. Have received a few comments from city staff concerning the specified trees, i.e.
having trouble finding that caliber of trunk. Hope is to go to bid in January.
Ruh Building – Kevin noted he and David worked with their engineering team to design
the entire corner of streetscaping so it matches other updates on the corridor.
David added that using the $20K professional services budget for this work is why there is
an approval item on Commission’s upcoming Monday agenda.
Discussion.
F.3. Action Item – Festival Street update
Danielle with Sanderson Stewart noted they have met with city about the water utility
updates required. They are also looking at the Westlake Park master plan and figuring out
changes and delays in hopes of making it all work out well for all parties.
Discussion. Scott asked about meeting with the BMX folks to discuss.
F.1. Action Item – TIF Assistance Program App changes, recommendation to the
Commission
David made edits as worked out by board at the July meeting (see Attachment A for
application). It is ready for the vote so can go forward to the commission.
Carl motioned to approve; Scott seconded. All in favor.
FYI from staff
New board member could not attend tonight due to work.
Bonding status update – finance and bonding try to decide when best; definitely within
calendar year 2020.

9Ten project is awaiting new market tax credit approval.
West Peach and Monarch projects just got building permits.

Scott adjourned the meeting at 5:20pm.
