Ms. Skinger informed the board members on her challenges in her required relocation due to re-development and closing of the mobile home court. F. 08:12:20 AM (00:12:13) Special Presentations 1. Bozeman Community Plan (Growth Policy) Update – Chris Saunders • Bozeman Community Plan Presentation Slides 9.11.19 Community Development Manager Chris Saunders gave an overview of the history and purpose of general planning. Mr. Saunders described the Bozeman Community Plan, also known as the Growth Policy. The costs of redoing infrastructure is very high and the nature of the community is changing so good planning is critical. Mr. Saunders stated the current Community Plan revision is adding ways to quantitatively rate the performance of the city in the changing community. The current Community Plan revision is also looking into building patterns in, and out, of city limits and the impact on community services. Mr. Saunders stressed the importance of cooperation between City and County Planning offices. Mr. Saunders stated the Planning Board does not have a draft document out yet, but board members are in the process of moving forward toward a final document. G. 08:53:27 AM (00:53:20) Action Items 1. 08:56:01 AM (00:55:54) Examine Community Housing Action Plan Prioritized Tools Review foundational structure elements and evaluate existing community capacity – e.g. governance structure, public education, monitoring, unit management, funding, capacity, and determine appropriate roles and responsibilities for organizations/entities/individuals to consider accelerating community housing production. • September Working Group Packet • Public Open House Feedback Summary from 8.20.19 • Action Plan Process Schedule |Updated 8.28.19 08:53:48 AM (00:53:42) Board Chairman Thane gave an update from the Affordable Housing Action Plan working group. He presented topics that the group is working on. 08:54:48 AM (00:54:42) Mr. Thane questioned the board members on the role that CAHAB should play in the removal of regulatory barriers through changes in the city code. Members discussed that CAHAB, with the help of planning staff, city commissioners and legal staff, could recommend changes in code to promote affordable housing. Mr. Thane opened discussion with board members on additional topics that need addressed for facilitate affordable housing. 09:17:15 AM (01:17:09) City Commissioner Terry Cunningham added the Community Housing Action Plan should be community driven. This would include partnerships with as many community partners that can step up to the task. There is also consideration of a community trust to assist in the goals. 09:18:48 AM (01:18:42) Board Members discussed the potential of additional federal funding and bank Community Reinvestment Act (CRA) lending funds if the population exceeds 50,000 in the 2020 US Census. H. FYI/Discussion 1. 09:20:59 AM (01:20:52) Real Estate Market Update (Seeburg) Board member Seeberg gave an overview of the current trend of the real estate market within the city limits. The past year was a strong year for condominiums and less of a seller’s market for single-family homes. 2. 09:25:19 AM (01:25:12) Willow Springs Update (Guyer) Brian Guyer could not attend the meeting. Tracy Menuez, Associate Director and Community Development Director, HRDC, gave an update on the ground breaking of Willow Springs Phase 1, with 12 units. This phase is under construction and expected occupancy for March or April 2020. 3. 09:26:22 AM (01:26:15) Update on Upcoming Developments which Include Affordable Housing Plans (Olsen) Affordable Housing Program Manager Loren Olsen gave an update on the West Winds Subdivision’s six affordable homes that will be available in October. Fifteen families on HRDC’s wait list are interested. A planned open house is set for prospective buyers to look over the homes. Mr. Olsen will arrange an open house with the developer of West Winds Subdivision for CAHAB members to look over the homes. Mr. Olsen also updated the board that the proposed subdivision Norton Ranch will have 15 affordable homes and the proposed Allison Subdivision will have four or five affordable homes planned.
