MINUTES OF THE MEETING OF THE BOARD OF ETHICS
BOZEMAN, MT
Wednesday, August 28, 2019
The Board of Ethics of the City of Bozeman met in the Gallatin Room, City Hall at 121 N. Rouse on
Wednesday, August 28, 2019 PM
Present were Board Members: Melissa Frost – Chairperson, Sara Rushing, Carson Taylor and City Staff:
Andrea Surratt, Greg Sullivan and Julie Hunter
1. MEETING CALLED TO ORDER
Chairperson Melissa Frost called the meeting to order at 4:06pm
2. CHANGES TO THE AGENDA
Greg issued a formal opinion to an employee. Will review in FYI/Discussion. As this was a
meeting specifically for the purpose of approving the ethics training curriculum, Disclosures,
Attorney Comment and Recommendations were intentionally left off the agenda. They will
be included on the next agenda.
3. PUBLIC COMMENT
None
4. APPROVAL OF MINUTES
Carson Taylor moved to approve the minutes from 1/24/19, 2/20/19 and 7/23/19 with
changes.

5. ACTION ITEMS
City Manager Surratt reviewed the 2019 Ethics Training. Pending approval today, we will
begin next week to train the ethics trainers who will train city employees and boards within
the ethics timeline, to be concluded in November. This training is intended to be a
conversation to generate discussion among employees and trainers. Questions were
designed to spur conversation specifically for staff and boards based upon situations they
may encounter. We will be tracking attendance for participation. The PowerPoint presented
here is for the trainers, the presentation for the employees will have resource pages and
reminders. We will build all edits into the final presentation. In December, City Manager
Surratt will give the formal report to the City Commission.
Board of Ethics members gave direction and edits to the training curriculum and all will be
incorporated into the PowerPoint.
Vote to approve Curriculum moved by Carson, seconded by Sara.

Motion carries unanimously
6. FYI/DISCUSSION
Greg: Request for opinion: Employee asked questions about starting their own forestry
consulting business in the city while they are an employee, prior to their retirement. Answer
was that they can proceed. There could be conflicts of interest so speak to supervisor.
Opinion issued is on the City website.

Carson: Add to next agenda- Does BOE have a role in the annual presentation to
Commission
