07:04:54 PM (00:03:15) Community Development Manager, Chris Saunders clarified that the Planning Board
FLUM Memo 8.20.2019 was a response to questions submitted by board member Spitler. Mr. Saunders
described the status of Gallatin County’s long range planning efforts and that the city and county will hold long
range planning discussions.
07:08:15 PM (00:06:36) Mr. Saunders discussed Community Plan types and the two examples provided by Logan
Simpson on Form Based code.
07:14:11 PM (00:12:32) Mr. Saunders responded to Chairman Happel’s question on the use of form-based
zoning in Bozeman and the difference between Euclidian and form-based zoning.
07:24:16 PM (00:22:37) Deputy Mayor Mehl added comments concerning Mr. Egge’s memo and the move to
form-based zoning. Board members discussed how the public could better visualize what is permissible in the
different zoning designations.
07:31:55 PM (00:30:16) Mr. Saunders asked for feedback from the board on what type of formatting would be
most helpful to the public for the Community Plan document.
07:35:52 PM (00:34:13) Discussion continued by board members on Mr. Egge’s memo on form-based approach
to the future land-use map for Bozeman. Board members discussed the 08.06.19 memo and the general
principles of the memo.
07:59:51 PM (00:58:12) Discussion by the board members turned to the land use descriptions in the 08.06.19
memo.
08:05:44 PM (01:04:05) Mr. Saunders clarified the draft future land-use map and the reasoning for placing
zones.
08:07:34 PM (01:05:55) Chairman Happel asked Mr. Saunders about cost benefits of shrinking the categories for
the map.
08:13:00 PM (01:11:21) Mr. Saunders explained the draft map in further detail about the nodes and businesses
within nodes.
08:16:28 PM (01:14:49) Board members expressed their thoughts on reducing the categories for the future
land-use map.
08:34:03 PM (01:32:24) Chairman Happel questioned Mr. Saunders if he had sufficient guidance from the
Planning Board on land use designations in the 08.06.19 memo and Mr. Saunders felt that he did.
08:34:47 PM (01:33:08) Board members discussed the Public Comments received on the future land-use map.
Chairman Happel discussed the necessity of flexibility for changes in the future.
08:37:09 PM (01:35:30) Board member discussion continued on limiting definitions of future land use map and
making progress to the October goal of a future land use map.

08:48:41 PM (01:47:02) Public comment by Sherry Staub (1167 Saxon Way.):
Ms. Staub expressed that the discussion of commercial establishments within walking distance in various
nodes is not an important subject. It was felt that walking within the nodes is not for shopping, but for
exposure to nature and exercise.
