According to the Bozeman Parking Commission Resolution 2019-05, as of August 2019, the Bozeman Parking Commission does not accept new long-term lease agreements, at the Bridger Park Downtown Garage, for the purpose of satisfying parking requirements in the Bozeman UDC. This resolution clarifies the rules associated with parking permits at the Bridger Park Garage and further supports the position of the parking commission established as a part of a May resolution to deny the request by the developer associated with the above referenced application to convert some portion of the 113 parking permits held in order to satisfy the UDC parking requirement for this application/project. The application does not identify how they are meeting the parking requirements and is being conditionally approved without meeting this UDC standards. Making parking and an updated traffic impact study a condition of approval is a way to avoid reviewing parking and traffic impacts on adjacent neighbors and the public in general. As an architect, I have several projects at the planning department, including projects located in downtown Bozeman. As a responsible design professional, we have never submitted a project that fails to meet the UDC standards for parking. Conditionally approving a project that has not met the UDC parking standards would establish a new precedent that would compel similar approaches for other developments. In turn, this new approach would have significant and negative impacts on development in the downtown corridor and would accelerate current parking challenges in this area.
