THE INTER-NEIGHBORHOOD COUNCIL (INC) MEETING OF BOZEMAN, MONTANA
MEETING MINUTES
Thursday, Aug. 8, 2019

4:30 Jennifer convened the meeting
Commission room in City Hall.
Police Dept. busy with Music on Main tonight, won’t be able to attend. Commissioner
Cunningham also not available.
New electronics available in Commission Room, including different options for hearing
assistive technologies. Also new displays and video presentation equipment.
No public comment.
Reviewed July minutes. Joe moved to approve the minutes. Gail seconded. Motion
passed unanimously.
4:35 Working group updates
Elizabeth Darrow from Cooper Park – lives on W. Babcock. Working on a traffic calm-
ing project with Danni Hess from WTI. Too late in the summer for a project but planning
a walk audit. City Staff, WTI, and neighbors walk around neighborhood and discuss traf-
fic and related issues. Babcock from 8th to Black, then over to Olive. Deputy Mayor
Mehl, Taylor Lonsberg from City Streets will participate. Walk will take place Tuesday,
Aug 13, starting at 603 W. Babcock at 5:30.
Kathy Powell – Parking working group. MSU and Bozeman High School residential
parking permit district residents are now receiving letters about the new season. Push is
to make licensing all-digital, using license plate recognition, with online registration.
There will be training / education sessions. A new change will be that residents purchas-
ing visitor permits will have to register visitors’ vehicles online instead of using hang
tags. Those without computers or that have difficulty using computers can apply for Visi-
tor Hangtags. This wasn’t included in the letter or on the web site, but it is possible.
Parking permit districts – City is trying to refine what that means. Have been thinking
mostly about downtown north and south of Main but are considering generalizing this so
it might be more applicable in other places.
Tanya clarified that the existing Residential Parking Permit Districts are around Universi-
ty and High School. New discussion is about a different mixed-use, mixed-management
Parking Benefit District, mostly downtown. Boundaries have not been set on the pro-
posed downtown district.
Suzanne Held – NENA has been trying to be more involved with the City in influencing
the direction of changes in their neighborhood. Started a project called PhotoVoices
Northeast, inspired by the review of the Neighborhood Conservation Overlay Districts.
Asked neighbors to submit photos of things they like about the neighborhood, things they
want to see preserved, along with recordings of an accompanying narrative. Also got his-
torical photos from the Gallatin History Museum to include. Exhibit can evolve, as peo-
ple add audio comments or write on the display wall when they visit the exhibit. Re-
ceived over 50 photos. Will have an exhibition of the photos Friday from 3:00-6:00 and
Saturday from 3:00-6:00 near where the Cottonwood and Ida development is being built.
There will be an open house for an hour after the exhibit each night. RSVP requested for
the open houses. NPR also did a piece on the project. The group has also tried to figure
out how the project can influence the development process in the City. The comments
will be submitted as public comment to the City.
Linda Semones – Traffic Calming PopUp Project. There was a survey available at Sweet
Pea, which can be completed online, where people can rank the themes according to pri-
ority. Linda said that so far the “City of Neighborhoods” theme has gotten some votes,
but that the question about neighborhood character is not getting as much support.
Also, there was a survey on traffic on South Church - surveymonkey.com/r/SChurchSt.
Data is being collected from the popup project now.
Taylor Lonsdale is willing to provide information and insights about traffic laws, calm-
ing, and related issues.
Solicit questions from neighbors via NextDoor about traffic. Tanya will consolidate
feedback and assemble questions for Taylor.
Tanya and Danni Hess applied for a grant to do interim traffic calming projects (things
that last a year or two instead of a week or two) – the grant awarded $10,580 for the pro-
jects. Need to figure out how to distribute this money – fund many small projects or one
big one?
Gail and Tanya – Welcome Back and Good Neighbor projects. Tanya is talking to MSU
groups about the neighborhoods program and interactions between students and neigh-
borhoods.
Move In Day Aug 21. Catapalooza Aug. 22-23. Neighborhoods program will be repre-
sented there. They will have City of Bozeman shwag, including a series of stickers. If you
have an idea for a sticker, can pass it along to Tanya. There are also Welcome Back Bob-
cats yard signs available. Office of Off Campus Living at MSU will hopefully launch this
year. This will be under the Dean of Students.
Matt Caires and Tanya will be presenting to City Commission on Town & Gown efforts
in Nov., and to Academic Council at MSU the next week.
University of Colorado is sending 4 or 5 representatives here in Oct. to present info on
their successful program to improve neighborhood – campus interactions.
MontPIRG is doing an advocacy campaign around tenant rights for student renters cur-
rently. ASMSU Legal offers a service for $10 where any student that has paid fees can
ask to have a lease or similar agreement reviewed.
Good Neighbor Day Friday, Sept. 27 (right before Parents’ weekend). May request that
City waive fees for anyone that wants to have a block party that weekend. Hoping Mayor
will make Declaration about Good Neighbor Day at Commission meeting on Monday
prior. Talked about showing the Mr. Rogers movie somewhere that weekend. May try to
do another pop-up project. School Districts are encouraging schools to participate. Resi-
dence Halls and Res Life and Pan-Hellenic Council are also participating.
Suzanne asked about doing an op-ed or something similar to get into the Bozeman
Chronicle to coincide with Good Neighbor Day.
5:53 Tanya - Community Plan update
Tom didn’t get a chance to distribute survey questions to distribute to neighborhoods. But
a survey was created and online, so people can participate now. Alert neighbors via
NextDoor - survey at menti.com, enter 48-99-50 to select the survey. Need to encour-
age people to attend meetings, review documents, and get involved. Could also ask peo-
ple to provide any additional feedback that they don’t feel was captured by the survey.
One Bozeman is a proposed transition of neighborhoods program to attempt to be inclu-
sive of all residents of Bozeman. Tanya and Melody working on internal city-wide com-
munications and outreach service.
Tanya would like to be invited to steering committee meetings. Tanya has also set aside
five blocks of time for committees to meet with her.

Neighbor open house with MSU to talk about construction projects and neighborhood
impact Aug. 14 at 6:30 PM in SUB #233.
Aug. 20 there will be two affordable housing open houses at the Public Library (the same
program two different times) 11-1, 5-7 in the Large Community Room.
