SUBJECT: Adoption of Resolution 5059 Completion of the Bridger View
Development Growth Policy Amendment to amend Figure 3-1, the future
land use map, from Community Commercial Mixed Use and Residential to Residential Emphasis Mixed Use, Application 19104.

RECOMMENDATION: Adopt Resolution 5059, a final resolution to amend Figure 3-1, the future land use map from Community Commercial Mixed-Use and Residential to Residential
Emphasis Mixed Use and the adjacent Bridger Drive right-of-way.
BACKGROUND: The City Commission voted adopt Resolution No. 5058, a Resolution of Intent to amend Figure 3-1, as requested by the applicant on June 3, 2019. The City Commission conducted a public hearing on July 15, 2019 for Application 19104 and voted 4:1 to approve the
Bridger View Redevelopment Growth Policy Amendment application. The approval was subject
to two contingencies, both of which have been met.
A companion zone map amendment was also approved to change the zoning of one lot with three zoning designations from B-1 (Neighborhood Business), R-2 (Residential Single Household, Low
Density), and R-4 (Residential High Density) to R-3 (Medium Density Residential District).
ALTERNATIVES: 1) Adopt Resolution 5059, approving the Bridger View Redevelopment Growth Policy Amendment as presented.
2) Determine that the prior decision to amend the growth policy was in
error and do not adopt this resolution.
UNRESOLVED ISSUES: None.

RESOLUTION NO. 5059
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA, TO ADOPT AN AMENDMENT TO FIGURE 3-1 OF THE BOZEMAN
COMMUNITY PLAN BRIDGER VIEW REDEVELOPMENT GROWTH POLICY
AMENDMENT AMENDING THE FUTURE LANE USE MAP FROM COMMUNITY
COMMERCIAL MIXED USE AND RESIDENTIAL TO RESIDENTIAL EMPHASIS
MIXED USE, APPLICATION 19104.
WHEREAS, the City of Bozeman has had a comprehensive plan (growth policy) since
1958, and
WHEREAS, the City of Bozeman adopted its growth policy, known as the Bozeman
Community Plan, through Resolution 4163 on June 1, 2009; and
WHEREAS, an application has been received to amend Figure 3-1, the future land use
map of the growth policy; and
WHEREAS, the Bozeman Community Plan, Section 17.4, establishes criteria for
amending the document; and
WHEREAS, on June 3, 2019, the Bozeman City Commission adopted Resolution No.
5058, a Resolution of Intent to modify Figure 3-1 of the Bozeman Community Plan as requested
by the applicant; and

WHEREAS, in accordance with 76-1-602, MCA, on June 18, 2019 the Bozeman Planning
Board conducted a public hearing to receive and review all written and oral testimony on the
growth policy amendment application; and
WHEREAS, following the public hearing, the Planning Board recommended amendment
of the growth policy as requested by the applicant; and
WHEREAS, on July 15, 2019 the City Commission conducted a public hearing prior to
taking any action to adopt or revise a growth policy; and
WHEREAS, following the public hearing, the City Commission unanimously passed a
motion to approve modification of Figure 3-1 as requested by the applicant.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of
Bozeman, Montana, that:
Section 1
In accordance with the requirements of Section 76-1-604 MCA, application No. 19104, the
Bridger View Redevelopment application for amendment and revision to the Bozeman
Community Plan Figure 3-1, is hereby approved. The amendment changes the designation from
Community Commercial Mixed-Use and Residential to Residential Emphasis Mixed Use on 8.025
acres and the adjacent Bridger Drive right-of-way on approximately 9.37 acres located at the
southwest corner of Bridger Drive and Story Mill Road. The property consists of one parcel of
land described as:
Bridger View Mobile Home Court as shown on Certificate of Survey 2547, and a
portion of the adjacent Bridger Drive lying south of said centerline, located within
the SW ¼ of Section 31, Township 1 South, Range 6 East, Principal Meridian,
Gallatin County, Montana.

Beginning at the POINT OF BEGINNING (POB), which is the North East Right
Of Way corner of the Bridger View Mobile Home Court tract of land shown on
Certificate of Survey (COS) #2547;
thence, S 00° 17' 41" W for a distance of 388.57 feet to the beginning of a
non-tangential curve.
thence continuing along said curve turning to the left through an angle of 04°
39' 17", having a radius of 1449.56 feet and a length of 117.76, and whose
long chord bears S 01° 44' 01" E for a distance of 117.73 feet to a point.
thence, N 89° 36' 34" W for a distance of 361.40 feet to a point.
thence, S 81° 55' 53" W for a distance of 141.83 feet to a point.
thence, N 32° 00' 33" W for a distance of 638.04 feet to a point on the said
Highway ROW.
thence along a line perpendicular to said ROW, N 05° 38' 20" W for a
distance of 70.00 feet to the intersection of said line and the centerline of said
highway and the beginning of a non-tangential curve,
thence along said curve turning to the right through an angle of 07° 25' 51",
having a radius of 1146.00 feet and a length of 148.63', and whose long chord
bears N 88° 16' 52" E for a distance of 148.52 feet to a point of intersection
with a non-tangential line.
thence continuing along said centerline, S 88° 14' 17" E for a distance of
697.56 feet to a point.
thence leaving said centerline, S 00° 17' 41" W for a distance of 70.02 feet to
the POB on said ROW.
Said area being 9.37 acres more or less, along with and subject to all easements of record or apparent on the ground.
Section 2
A public hearing was advertised and conducted on July 15, 2019 for the purpose of
receiving public testimony on application 19104, the Bridger View Redevelopment Growth Policy
Amendment to Figure 3-1 of the Bozeman Community Plan. One written public comment in
support was received.

PASSED, ADOPTED, AND APPROVED by the City Commission of the City of
Bozeman, Montana, at a regular session thereof held on the 23rd day of September, 2019.
