D. 06:01:30 PM (00:03:13) Disclosures—Commissioner Olmstead is a planner with CTA, which is involved
with the Billings Clinic project. She is not involved with the agenda item before the commission today
and not working on the project at all.
E. 06:02:28 PM (00:04:11) Public Comment – Please state your name and address in an audible tone of
voice for the record. This is the time for individuals to comment on matters falling within the purview
of the Committee. There will also be an opportunity in conjunction with each action item for
comments pertaining to that item. Please limit your comments to three minutes.
F. Action Items
1. 06:02:43 PM (00:04:26) Billings Clinic Bozeman Campus Zone Map Amendment (ZMA #19265)
(Rosenberg) Zone map amendment requesting amendment of the City Zoning Map for a portion of an existing lot consisting of approximately 16.80 acres / 731,808 square feet from R-O Residential Office to B2 Community Commercial. The property is generally located to the east of Davis Lane and south of Westlake Road.

Planner Rosenberg presented a summary of the proposed zoning changes with history of the parcel’s
annexation into the city and initial zoning. She described the reasoning for B-2 zoning, as it will allow
building heights required for a hospital as well as some residential use.
06:07:37 PM (00:09:20) Ms. Rosenberg answered questions from Mr. Genito regarding B-2 zoning and
affordable housing requirements and the planned mixed use of a hospital and secondary use as residential
property. Ms. Rosenberg addressed questions from Commissioner Mehl on the reasons B-2 zoning and not
B-2M was chosen.
06:12:33 PM (00:14:16) Applicant representatives Mitch Goplin, VP Facility Services and Construction,
Billings Clinic, and Lauren Waterton of Sanderson Stewart presented an overview of the reasoning for the
request for zoning change. Clarification was also included about potential future Billings Clinic land
acquisition and annexation of land to the city.
06:19:23 PM (00:21:06) The commission directed questions to the applicants concerning potential traffic and
pedestrian issues with the development of this parcel and the applicants addressed the potential acquisition
and annexation of additional land.
06:26:36 PM (00:28:19) MOTION: Having reviewed and considered the staff report, application materials,
public comment, and all information presented, I hereby adopt the findings presented in the staff report for
application 19-265 and move to recommend approval of the Billings Clinic zone map amendment, with
contingencies required to complete the application processing: Nicole Olmstead

G. 06:30:13 PM (00:31:56) FYI/Discussion
1. Other Updates – Mr. Saunders indicated that since the Zoning Commission now has all of its members, Staff
Liaison Tom Rogers would be reaching out to the members for training that will help the members in their
duties.
