All rights reserved. 9975 Happy Acres Rd W Bozeman, MT 59718 City of Bozeman Attn: City Commission PO Box 1230 Bozeman, MT 59771 September 6, 2019 Bozeman City Commissioners, I am a parent of 4 Petra Academy students with a number of friends who live in the Valley West neighborhood. I am writing to request a review of the construction planned in the vicinity of Durston and Cottonwood. While I am grateful for the city’s prioritization of this project this summer, I have also seen a developing critical safety concern as the project has progressed. I understand there is to be no left turn allowed on to Classical Way from the northbound lane of Cottonwood. Classical Way is the singular access to the Petra Academy facility, Bronken Fields, and the wetland trails along Baxter Creek. While the traffic related to student drop-offs for a relatively small school may not seem like an overriding concern, the Petra Academy facility serves as a heavily utilized community center for a number of organizations in the valley. The Petra gym is rented out most days from 6am-10pm for an estimated 20,000 annual users and our soccer field is utilized by an estimated 15,000 annual users. These renters include Big Sky Volleyball, GO Hoops, Bozeman Blitzz, OT Flag Football, Gallatin Valley Homeschool, Headwaters Lacrosse, Trinity Church (500 attendees every Sunday), Cyndee Bishop Dance and Lana’s Boot Camp. This doesn’t take into account Bronken Field traffic numbers which I’m sure you could access as it is part of the Bozeman Parks system. If not altered, the most direct route to enter Petra Academy from the south will be via Stafford, Bembrick and Eneboe Streets which were not designed for heavy traffic flow. The more concerning possibility and one that could result in some liability on the City of Bozeman’s part is if drivers choose to utilize Clifden Drive-a route taking drivers into one of Bozeman’s most popular neighborhoods for families with small children, past a park and ending in front of an elementary school. My understanding is that a northbound left turn into Classical Way won’t work because there isn’t room for one so close to a proposed southbound left turn into Waters Street. Could there be a liability concern if city planners prioritized a southbound left turn into Valley West (a destination with four other easy options for access) over a northbound left turn onto a heavily utilized street with no other access alternatives? The lack of northbound access this week into Classical Way has been quite a foreshadowing. Long lines of traffic attempting to make left turns onto Durston from both Clifden Drive and Eneboe Avenue have resulted in blocked driveways and alley access for Valley West residents. The cost savings of not considering an alternative left turn plan would be dwarfed by the potential death or injury of a child or pet caused by increased traffic on Clifden Drive.
