B. PUBLIC COMMENT #1 Limited to any public matter within the jurisdiction of the Bozeman Area Transportation Coordinating Committee. Please limit your comments to three minutes. C. MINUTES – January 23, 2019 Ralph Zimmer made a motion to approve the minutes of January 23, 2019. Jeff Krauss seconded the motion. The minutes were approved. E. SPECIAL PRESENTATION - none F. TCC COMMITTEE/MEMBER REPORTS & PROJECT UPDATES (Members of the TCC who sit on other related committees, are invited to report on such activities that are of interest to the full TCC) 1. Transit Committee 10:36:28 AM (00:01:07) There was no one in attendance from the Transit Committee. 2. Gallatin County (Commission, Planning Board, Road Department) 10:36:44 AM (00:01:23) Bill Brownell informed the group that the County Road Department was currently fixing roads and working on the Nixon Village Bridge Project. Chris Scott shared that the County was moving forward with the growth policy. 3. City of Bozeman (Commission, Planning Board, Engineering Department) 10:37:56 AM (00:02:35) Shawn Kohtz shared a list of projects that the City was currently working on: 1) Baxter Lane improvements between 19th and Davis is being completed this summer. 2) Cottonwood Road Improvements from Babcock to Durston has been advertised. 3) Improvements to Durston from Flanders Mill to Fowler will be advertised this Sunday. 4) Improvements to the intersection of 3rd and Graf are under MDT review. 5) The City is obtaining easements for improvements to be made to the intersection of 27th & Oak. 6) The Tamarack reconstruction has resumed with sidewalk installation and striping. 7) The South Tracy reconstruction project has resumed with work being completed between Story Street and Babcock Street. 8) North Tracy reconstruction begins in August. 9) Mill & Overlay & Chip Seals will begin in July. 4. Bicycle Advisory Board 10:40:39 AM (00:05:18) Jason Delmue mentioned that the Bicycle Advisory Board has been focusing on identifying locations for improvements. They are reviewing the Rouse from Oak to Main project and wonder if it’s too late to look at the striping plan. Jeff Krauss mentioned that in the future, when looking at designs, separated paths are the preferred alternatives for bike routes. 5. Pedestrian and Traffic Safety Committee 10:42:49 AM (00:07:28) Ralph Zimmer provided the updated for the Pedestrian and Traffic Safety Committee (PTS). PTS has provided comments on drafts of the County Transportation Construction & Design Standards and has participated in stakeholders meetings for the standards as well. They’ve been involved in the Downtown Bozeman Improvement plan and provided comments on that document as well. They’ve held meet & greets at recent PTS meeting, inviting Mike Hope, the new representative for the Butte District (District 2) of the State Transportation Commission, as well as the new City Engineer, Shawn Kohtz and the City Parks Planner, Addi Jadin. He mentioned that the PTS was concerned about the Valley Center Spur in relation to safety. MDT did a field investigation of the Spur crossing & discovered that the pillars are further apart than construction plans indicated. This extra width allows opportunities for safety improvements. They’ve also been lobbying for completion of Prince Lane through Nelson Meadows into Frontage Road at the junction of Frontage Road & Valley Center Spur. 6. Montana Department of Transportation 10:47:24 AM (00:12:03) Joe Walsh spoke about MDT’s current projects which include: 1) The Westside Trail Crossings (TA project) tied to the Bozeman Urban (seal & cover) project. 2) Belgrade South is close to completion. 3) The Belgrade Slope Flattening project is under construction. 4) The Baxter Lane/Love Lane roundabout will begin construction this year. 5) 19th Avenue signal at the I-90 off ramp should be starting Monday. 6) Huffine Lane/Love lane signal will be completed this year. 7) Gallatin Canyon guardrail upgrade will begin later this year (August). 8) Bozeman Path (TA project). 9) Rouse Avenue, Main to Oak is in the July letting. 10) Valley Center Spur improvements is in the May letting. 11) Manhattan/Belgrade interstate project is scheduled for 2022 (mill/fill). 12) 7th & Griffin is moving forward. 13) Signal work on 7th is upcoming but there’s no date yet. 14) Yellowstone Park between Big Sky & West Yellowstone to be constructed in 2020. Jeff Krauss asked if the design had been completed for the Griffin and 7th project. Joe responded that Sanderson Stewart had just been hired to begin that design. Marilee Brown asked if there will be TA funding this year. Joe said that TA funding was held up and MDT was not accepting applications at this time. 7. Montana State University 10:52:55 AM (00:17:34) Candace Mastel gave an update on the campus shuttle. Funding has been renewed for the next full year. She mentioned the gym roof collapse and said that MSU is in emergency mode and has a steering committee today. Both gyms were demolished and they are looking at replacing and reconfiguring the entire complex. They are also moving forward with the Romney renovation. This will involve closure of Grant Street. 8. Bozeman School District 10:55:26 AM (00:20:05) Todd Swinehart spoke about working with a developer and the County for a potential school side in the Woodland Park Subdivision. This location is west of Gooch Hill Road and south of Huffine Lane. Construction on High School #2 continues and includes improvements to Cottonwood between Oak and Durston. They are also installing a roundabout at 15th Avenue and Beall Street. They hope to complete this project before school starts in the fall. Jeff Krauss commented that the Downtown TIF board is interested in helping Hawthorne Elementary School deal with lighting and sidewalk issues once the Rouse reconstruction has been completed. 9.
