Mr. Meece pointed out that two items ofcorrespondence where received after the August Parking Packet was published.One was from the University Neighborhood Association regarding the parkingbenefit district. The second was an open records request from Alan McCormickreferenci ng Homebase partners.c.20'49. (Exhibit 2)Chair Ness Pointed out corrections to the June Minutes. The motion to increasethe garage leases by 62 was made by Chair Ness, and Commissioner Winstonhad the second. Discuss/Approve/Deny revised concept outline for the implementationof new "Parking Benefit Districts'Exhibit 3Mr. Meece explained the areas of town where new Parking Benefit Districts are beingcurrently being considered, and about and the title changes in the documents.Mr. Meece explained going forward that boundaries will need to be discussed andestablished.Commissioner Neubauer asked about the 60% rule and if the public has the sameadvantage as the commission.does to create or dissolve districts. He also asked aboutmanaging on street occupancy to the 85% rate and also about the market rate forparking space.Commissioner Lloyd discussed the importance of the language usage when consideringparking benefits district and residential parking permit districts. He wants thecommunication to be very clear moving forward.Commissioner Egge asked about the clarification for the next step with this item andabout the district.Commissioner Winston asked about the cost for data gathering and management andif it has been broken out.Mr. Meece pointed out that the district would have to pay for itself'Commissioner Egge pointed out the importance of notifying the public regarding thepotential creation of Parking Benefit Districts.Commissioner Winston asked about the removal of the word "downtown" togeneralize the creation of districts.Kathy Powell, 1215 S 3'd Ave; Commented on the residential parking permit districtsand the focus on downtown. She pointed out the continued mix use of downtown, andcommented on the communication to the citizens of parking changes.Chris Naumann, executive member of the Downtown Partnership; He echoedCommissioner Winston's point about writing a more broad policy that may be appliedanywhere in the city, and more specific details once the ordinance for the district isbeing created. He also encourages the commission to stay focused on the 2019Downtown lmprovement Plan. All of that to say that theevolution and application of the Parking Permit Policy and Calculator has occurred in arather transparent environment.""That being said, there have been some comments made that the public, and thispolicy, would benefit from a delay of action on Resolution 20L9-05; thereby, providingthe public more time to consider the proposed revisions. Certainly, the staff has noobjections to a temporary delay of action on Resolution 2019-05, to the Septembermeeting of the Parking Commission, if it provides greater understanding to the publicand commission."Mr. Meece pointed out that the parking permit policy is able to be changed at anytime, as the Parking Commission sees fit. EXHIBIT L: Bozeman Parking Commission, 9lt2l2j19Commissioner Llyod asked about the statement ¡n the resolution 2019-05, "As ofAugust 2019, the Bozeman Parking Commission does not accept new long-term leaseagreements at the Bridger Park Downtown Garage", and how that happened.Mr. Meece pointed out that it was a result of staff observation from the discussion ofthe Parking Commission at the May 2019 meeting, and meetings leading up thatdiscussion.Commissioner Egge asked about the recommendation of the Downtownlmprovement Plan to modify the Bozeman's UDC parking requirements.Mr. Meece pointed out that the Parking Permit Policy is an evolving document, thatcould be modified in the future if the UDC were changed with regard to parkingrequirements for developments.Chair Ness pointed out that after a discussion at a previous Parking Commissionmeeting, the Commission decided not to approve new UDC leases until there is betterdata to analyze.Mr. Meece clarified that the documents Mr. Holleran supplied were not submitted aspublic comment but as an open records request. Discuss/Approve/Deny Parking Program Manager recommendationfor data collection regarding the possible modification of the boundaries EXHIBIT 1: Bozeman Parking Commission, 9/I2/2Ot9for the Bozeman High School Residential Parking Permit District; Soufhof Main Sfreeú only. (Exhibit 5)Mr. Meece explained the background of this recommendation includes observations ofthe Parking Officers, and comments from citizens. He pointed out that the portion ofthe BHS Residential Parking Permit District which is south of main street is beingunderutilized. He asked the Parking Commission if they are interested in gatheringmore information, and data, to consider potential modification of the district.Commissioner Winston clarified that the Parking Commissiont is not consideringdissolution of the BHS Residential Parking Permit District, just modification. Mr. Meececonfirmed.Commissioner Egge asked if there are areas in the downtown that are over-parked, inexcess of the 85% principle. Mr. Meece agreed thatthere are over-parked areas in thedowntown.Commissioner Lloyd made the point that the intensity around the High School districtis diminishing.Chair Ness pointed out that things change over time, and it is the commission'sresponsibility to analyze and modify as needed.Mr. Meece explained that any changes to the district would be in the form of aresolution of recommendation from the Parking Commission to the City Commission.Commissioner Lloyd motioned to move forward to collect more information and datafor the Bozeman High School Residential Parking Permit District - south of Main Street.Commissioner Winston pointed out that it is a good practice to gather data and toobserve how our districts are functioning.Commissioner Egge commented on the limited resources of the Parking ServicesDivision, and he would rather see the resources spent on the areas that are in moredirect need of attention.Mr. Meece stated that this is not an either-or situation. Other areas of interest can bereviewed while this area is under review as well.Commissioner Neubauer stated agreement with the majority of Commissioner Egge'scomments, and thinks that there are other more pressing issues to focus on.Chair Ness pointed out that we need to find the balance of managing our long termstrategic plan, as well as day to day parking activity. Parkinq Proqram Manaqer Report (Exhibit 6)Mr. Meece pointed out and highlight the financial report. The department ¡s at87o revenue and 5% expenditure. He also highlighted the "Adding/Deleting aVehicle to a Visitor's Permit" is available online, and was the product of hardwork from Tanya Andreasen (Neighborhoods Coordinator).He mentioned Montana Parking Summit 2091 that is in Billings, October 2019.Commissioner Neubauer pointed out that he would like to have notification inthe future of economic development conversations. He also asked about thegrayed out area of data on the Main Garage 'Average Peak Occupancy' report.Mr. Meece explained that he did not collect the permit-specific data that month,which is why it is grayed out on the report.Mayor Andrus asked about the hours of data collection and how it is beingdetermined and would like to see more data.Mr. Meece explained that the point is to demonstrate the use in a meaningfulway. He pointed out that peak weekday occupancy occurs consistently between12 and 2 every day. Mr. Meece also offered to present additional data if MayorAndrus has specific suggestions of what should be added to the report.Commissioner Egge commented on managing what we measure. He alsoasked about options for residences in the Parking Permit District to be able toregister without the use of a computer.
