Legal description of the propertyis: SUNDANCE MINOR SUBDIVISION, Phi A, SEC 32, T1S, R5E, LOT 2.The current use of the land is VAC-U, Vacant Land Urban. Zoning is B-2. Existing vegetationconsist of pasture grasses.Adjacent properties are zoned B-2. Ownership of lots include:BUFFALO RIDGE LLC150 VILLAGE CROSSING WAY UNIT 1BBOZEMAN, MT 59715-3872FP&R LLC3717 EQUESTRIAN LNBOZEMAN, MT 59718-8809BAXTER MEADOWS APARTMENTS LLC9980 S 300 W STE 310SANDY, UT 84070-3654COLOMBO JOSEPH J JR & JANET ETRUSTEES74 HITCHING POST RDBOZEMAN, MT 59715-9241Project ScopeThe Sundance Minor Subdivision Park Master Plan is comprised of the following components;dedicated park land.Sundance Apartments, Lot 1, Baxter Meadows Subdivision Phase 2B have previously beendeveloped in the area. The Sundance Apartments Minor Subdivision, Lot 2,Phase A, is proposedto be a mixed-use development. The park will be the first phase of development in theSundance Minor Subdivision.The purpose of this Park Master Plan is to describe the initial level of development andmaintenance of the dedicated park and trails.This park design is consistent with the goals of the city's long-range parks plan in that this parkwill provide opportunities and amenities for "an active community with parks, recreationfacilities and programs, trails, and open spaces that are...outstanding in quality to meet theneeds of all of our citizens" (PROST Plan, 2007).The proposed park will meet the recreation needs of the residents of the development throughproviding passive recreation, walking trails, and gathering areas. In addition, the open lawnareas provide potential for active recreational activities.Park Dedication RequirementsNumber of Residential Units Per Phase/Lot:Phase A/Lot 2:188 Residential Units; 9.189acParkland Required: 12 Dwelling Units/acre x 0.03 acres/unit = 0.36 acres of parkland/acre0.36 acres parkland x 9.189 acres = 3.31 acres parkland requiredParkland Provided: 2.83 acres3.31 acres required - 2.83 acres provided = 0.48 acres parkland remainingRemaining parkland to be provided through park amenities as improvements-in-lieu. See costOpinion of Probable Cost for value (Attachment B).1 nnSundance ParkPark Master PlanDedicated ParklandThe dedicated parkland constitutes 2.83 acres. The emphasis of this plan is to provide passiverecreation opportunities and active trail uses to the adjacent community. The parkland will bemaintained as areas of mowed lawn and gravel trails to complement existing surroundinglandscaping and nearby park and open space areas. Permanent irrigation will be provided toall plantings.Park PhasingThe park will be developed in phases. The first phase meets all City of Bozeman parklandrequirements and will be developed immediately. The second phase will be developed at afuture date.1. Phase 1 will be developed immediately. This phase includes the installation of lawnareas, street trees, trails, and irrigation. Irrigation system shall be stubbed for Phase 2expansion.2. Phase 2 will be developed at a future date. This phase will include the balance of allother piantings and amenities shown on the plans. These include additional trees,shrubs, and ground cover plants, trails, park signage, litter receptacles, pet wastestations, benches, picnic tables, electrical outlets, pavilion, BBQ grill, and bicycleparking. The irrigation system will be expanded to assure the watering of newplantings.Parkland AmenitiesThe parkland will provide lawn areas and trails for passive and active recreation, and a pavilionstructure for intimate gatherings and events. Trees will be provided to offer shade and interestalong the trail system. Shrubs will be provided at signage locations and trail nodes to provideinterest. In addition, litter receptacles, pet waste stations, park benches, bicycle parking, andpicnic tables will be provided.AccessibilityAil parkland amenities and trails are ADA accessible.Street FrontageThe park provides 100% street frontage of the park perimeter.Parking RequirementsOn-street parking is provided along 100% of the park perimeter.Future AmenitiesAny future amenities not indicated in this Park Master Plan will be the responsibility of theSundance Minor Subdivision h-IOA, City of Bozeman or other future entity established toconstruct and build said improvements.FinancingAppropriate financial planning and bonding will occur as requested by the City of Bozeman.An Opinion of Probable Cost has been provided with this Park Master Plan. See appendix B.ConstructionAll construction shall be performed in accordance with current City of Bozeman standards andthe State of Montana Building and Specialty Codes. Prior to site work or planting, a pre-2 nSundance ParkPark Master Planconstruction meeting(s) with the City of Bozeman shall occur and proper permits shall beobtained. All plans and improvements must be approved by the City of Bozeman. Any deviationfrom the Park Master Plan shall be submitted to the City of Bozeman prior to construction.VegetationAll plant material shall conform to the current American Standard for Nursery Stock, by theAmerican Nursery and Landscape Association. All plants to be nursery grown. Constructiondocuments to specify species, quantities, and selections.Trees & ShrubsTree selection is based on the current City of Bozeman Tree List and species are subject to theapproval of the City of Bozeman. Tree and Shrub species are indicated on the constructiondocuments and include drought tolerant species.GrassesSeed mixes are indicated on the construction documents. Turf areas include drought tolerant,irrigated, and manicured lawn. All disturbed areas caused by construction activities shall beseeded as indicated on the construction documents. All lawn seed shall be fresh, clean newcrop seed, of local origin.IrrigationAn irrigation system to sustain the landscape plantings shall be provided, meeting City ofBozeman requirements and state building codes. Lawn areas are to be irrigated with sprinklerheads, shrub beds to be irrigated with drip irrigation and bubbler systems, and trees to beirrigated with root zone watering kits. The parkland will be irrigated by a proposed well. Uponcompetition of irrigation installation, as-built drawings shall be provided to the Sundance MinorSubdivision HOA and the City of Bozeman Parks Department.SoilsPrior to planting, on-site topsail shall be tested for soil fertility by a certified testing lab. Ifnecessary, topsoil for tree pits, shrub pits, and ground cover beds shall be amended asrecommended by the soil fertility report and to meet the City of Bozeman minimumrequirements. All rocks larger than 1 inch in diameter shall be removed.TrailsAll trails shall meet current City of Bozeman and ADA Guidelines. Trails shall be City of BozemanClass IIB natural fines trails, 72" in width and match grades when connecting to existing trails.Trail detail is indicated in the construction documents. Trails shall be kept clear of weeds for aminimum period of 2 years following construction completion. Developer is responsible for trailmaintenance until 50% of units are sold, thereafter, the Sundance Minor Subdivision HOA shallbecome responsible.MaintenanceResponsible PartyThe developer shall be responsible for maintenance of trails, parkland, and irrigation until 50%of the dwelling units in Sundance Apartments Phase 2 are sold. Thereafter the Sundance MinorSubdivision HOA shall take over maintenance. The Sundance Minor Subdivision h-IOA shall beresponsible for parkland insurance, taxes (if any), and maintenance of all parkland amenities.Funds to pay for these items may be collected by the Sundance Minor Subdivision HOA Board,3 n0Sundance ParkPark Master Planand at its discretion, may adjust the assessments as needed to meet the needs of the HOA andparkland.The association shall contract annually with a licensed landscape contractor, for the landscapemaintenance of the parklands and irrigation system. The HOA shall be responsible for parkmaintenance until such a time that a City of Bozeman Park Maintenance District is created.TreesThe landscape contractor shall provide annual care, trimming, pruning, of trees andreplacement of dead trees. All tree trimming shall be performed by a certified arborist and incoordination with the City of Bozeman Forestry Division.TrailsThe landscape contractor shall regularly inspect trails, providing surface maintenance asneeded to prevent erosion or unsafe conditions. Weeds shall be controlled on the trail surface,meeting City of Bozeman standards.Turf CareLawn grasses shall be mowed 1-2 times per week during the growing season, or as deemednecessary.Noxious Weed ControlA weed control program shall be created that conforms to the City of Bozeman, Gallatin CountyWeed Control Board, and NRCS requirements. This will include spot spraying native grass areasand trails. Work shall be done by a licensed contractor, as needed to control weeds per theweed control program. Signs shall be posted prior to application of pesticides or herbicides onthe parkland. Signs shall remain in place for the minimum of two days or time period deemednecessary by the chemical manufacturer, whichever is greater. Records shall be maintained inaccordance with State of Montana Pesticide Act and copies submitted to the City of BozemanParks Department.FertilizationThe goal of the Sundance Minor Subdivision Park Master Plan is to minimize fertilization toprevent unnecessary run-off into streams and wetlands. It is not recommended that shrubs,ground covers, or trees be fertilized. If the ongoing growth of such plants causes concern, alicensed landscape contractor or arborist shall be consulted, and a soil test conducted to deemif fertilizer is needed and/or appropriate, before any shrubs, ground covers or trees arefertilized.Snow and Leaf RemovalIt will be the responsibility of the Sundance Minor Subdivision HOA to contract with a snowremoval service to plow snow from sidewalks and trails. Sidewalks must be plowed within 24hours of the end of a snow fall event, per City of Bozeman. The Sundance Minor SubdivisionHOA shall be responsible for contracting with a landscaper, handyman, or other serviceprovider to remove leaf debris from trees in the parkland each autumn.Irrigation SystemA licensed landscape contractor or irrigation service technician shall be contracted to maintain,service, and repair the irrigation system.The system shall be charged in spring, typically April, after the ground thaws and once plantsemerge from dormancy. The system shall be winterized in the fall, typically late October, prior4 nnSundance ParkPark Master Planto the ground freezing. All necessary and standard irrigation practices for winterizing thesystem shall be performed. Following winterization of the irrigation system, any winterwatering shall be done with a water tank or other manual method, to prevent damage to thesystem.Irrigation system elements should be checked periodically to maintain proper workingcondition, and replacement heads shall be replaced with the same brand/model to insurecontinued irrigation coverage.Animal ControlAll animals must be leashed when in the parklands. All park users must clean up their pet'swaste.RefuseThere are no proposed refuse containers in the park in Phase 1.
