SUBJECT: Resolution 5077 Creating the Bozeman Climate Team to Assist
with the Development of the Bozeman Climate Plan

RECOMMENDEDATION: Adopt Resolution 5077 and authorize the City Manager to create
the Bozeman Climate Team to assist with the development of the Bozeman Climate Plan. BACKGROUND: In July 2019, the City of Bozeman initiated a 13-month planning process for
the Bozeman Climate Plan, which will serve as a comprehensive strategy for addressing climate
change in Bozeman. The Plan will identify targeted policies, programs, and projects that will
both mitigate the community’s contributions to climate change and build resilience against the
unavoidable impacts of climate change.
The Bozeman Climate Plan will continue the City’s ongoing efforts to address climate change by
updating the actions outlined in the 2008 Municipal Climate Action Plan and the 2011
Community Climate Action Plan. The updated Plan will incorporate current climate science, new priorities, trends, and emerging technologies. In addition, the City Commission voted in 2017 to uphold the goals of the Paris Climate Agreement alongside over 400 U.S. Climate Mayors.
Therefore the goals of this planning process are to:
1. Align the City’s emissions reduction goals in accordance with the Paris Climate
Agreement.
2. Create an actionable project implementation and policy-making guide. 3. Include a diverse group of stakeholders in shaping Bozeman’s response to climate change.
To help facilitate diverse public involvement, the City Manager will invite Climate Team members to serve as a core group of approximately 25 Bozeman representatives to help guide the
development of the Bozeman Climate Plan. The Climate Team will primarily meet during three
workshops throughout the planning process to provide input, ideas, and feedback from a variety
of stakeholder groups. The Climate Team will serve in an advisory capacity to the City and will
help build community consensus around the identified goals and actions. A City Commission Liaison and Staff Liaison will participate on the Climate Team, which necessitates adoption of a

Commission Resolution to proceed. Once the Bozeman Climate Plan is completed and presented to the City Commission in July of 2020, the Climate Team will dissolve.
In addition to forming the Climate Team, broad community input will be collected through a
survey, community presentations, two community forums, and a Commission Special Presentation.

RESOLUTION NO. 5077
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA, CREATING THE BOZEMAN CLIMATE TEAM TO ASSIST WITH THE
DEVELOPMENT OF THE BOZEMAN CLIMATE PLAN.
WHEREAS, climate change poses a serious threat to the City of Bozeman’s environment,
public health, and economy; and
WHEREAS, Bozeman residents are concerned about the impact climate change will have
on current and future generations; and
WHEREAS, in November 2006, the Bozeman City Commission signed the Mayor’s
Climate Protection Agreement to reduce greenhouse gas emissions; and
WHEREAS, the Bozeman City Commission has adopted the 2008 Municipal Climate
Action Plan and 2011 Community Climate Action Plan to guide our greenhouse gas emissions
reduction efforts; and
WHEREAS, Bozeman’s 2016 community greenhouse gas emissions remained stable and
per capita emissions decreased by 22 percent compared to the 2008 baseline, while population
increased by 27 percent over the same period; and
WHEREAS, in November 2017, the Bozeman City Commission adopted Resolution 4866
supporting the purpose and goals of the Paris Climate Agreement in cooperation with the Climate

Mayors network; and
WHEREAS, the Climate Mayors agreement outlines that cities will pursue action to
establish an emissions reduction target by developing a community greenhouse gas inventory; and
setting near- and long-term targets to reduce emissions; and develop a Climate Action Plan aligned
with the city’s targets.; and
WHEREAS, the 2018 City of Bozeman Strategic Plan identifies updating the Climate
Action Plan as a priority; and
WHEREAS, in July 2019, the City of Bozeman began the process of developing the
Bozeman Climate Plan to serve as an updated comprehensive strategy for addressing climate
change in Bozeman; and
WHEREAS, forming a dedicated Climate Team of diverse stakeholders will facilitate a
constructive climate planning process that is centered on community input.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of
Bozeman, Montana, that:
Section 1
The purpose of the Climate Team is to assist the City of Bozeman to develop the
Bozeman Climate Plan, which will identify targeted policies, programs, and projects that will both
mitigate the community’s contribution to climate change and prepare Bozeman for the unavoidable
impacts of climate change. The goals of this planning process are to:
1. Align the City’s emissions reduction goals in accordance with the Paris Climate
Agreement.

2. Create an actionable project implementation and policy-making guide.
3. Include a diverse group of stakeholders in shaping Bozeman’s response to climate change.
Section 2
The Climate Team will serve in an advisory capacity to help guide the development of the
Bozeman Climate Plan to identify greenhouse gas emissions reduction opportunities from the
following sectors: Buildings; Transportation; Consumption and Waste; Energy and Utilities; Land-
use and Planning; and Greenspace and Natural Systems. The Climate Team will be comprised of
members representing the following stakeholder groups: Local Government and Advisory Boards;
Commercial Partners; Businesses; Builders, Architects, and Developers; Transportation Agencies;
Land-use Planners, Agriculture, Financial Institutions; Public Health; Social Services; Education;
and Citizens-at-Large.
1) The Climate Team will include Commission Liaison, Terry Cunningham. Ex-Officio city
staff will support and inform the work of the Climate Team, and may include Community
Development, Public Works, Strategic Services, Parks and Recreation, Economic
Development, and Sustainability.
2) Community members who wish to volunteer for the Climate Team will submit a statement
of interest to the City Sustainability Division. The call for participation will be advertised
in the newspaper and the City of Bozeman website and social media networks. All Climate
Team workshops will be advertised and open to the public.
Climate Team members will attend three facilitated workshops to help develop goals,
strategies, and a plan of action. A visioning and goal setting workshop will take place in October
2019, a goal setting review and solutions workshop will take place in December 2019, and a

solutions evaluation workshop will take place in February 2020. Members will actively participate
and engage during workshops by providing input, ideas, and feedback. Members will also
represent the interests of their respective organizations and the Bozeman community, while
upholding credibility, transparency, and accuracy in the planning process. Members will be asked
to review documents and solution analysis as needed during the project period. The broader
Bozeman community will be invited to participate in a survey and two Community Forums during
the Climate Plan development process. A Climate Plan update will be presented to the City
Commission in December 2019 and the draft Climate Plan will be presented to the Bozeman City
Commission in July 2020.
DURATION
The Climate Team shall complete its work and dissolve by August 31, 2020.
