Martin Matsen, Director of Community Development SUBJECT: Approval of amended professional services agreement with Land Solutions LLC
for development review services to add one year and $10,000 to the professional
services agreement and authorization for the City Manager to sign the agreement
on behalf of the City. MEETING DATE: September 9, 2019

RECOMMENDATION: That the City Commission approve the amended professional services agreement with Land Solutions LLC and authorize the City Manager to sign the agreement on behalf of
the City.
BACKGROUND: The pace of development review has exceeded the ability of internal staff to process all applications in a timely manner. To resolve this matter, a contract with Land Solutions LLC will provide additional capacity to review proposed annexations and zone map amendments. Land Solutions
has provided valuable services for the past two years. Staff will coordinate with the contractor to ensure
that adequate review is provided. City staff will remain the primary contact for the public and officials.
A standard professional services agreement was executed by the contractor. The signed document and required insurance certificate were provided and the original contract was approved by the City Commission on August 14, 2017. The original packet materials are available

As applications continue to arrive at a rapid pace, Staff wishes to extend the duration and amount of the contract so that the additional application review capability is retained. The scope of services will
remain the same with this amendment.

ALTERNATIVES: As determined by the Commission.
FISCAL EFFECTS: Contract cost will be charged on an hourly basis not to exceed an additional
$10,000 which is within the amount funded in the 2020 fiscal year budget for professional services.
