Chris,
Looking at the Gran Cielo parkland proposal, my calculation for required parkland comes in lower than
what is shown in the application. I would look at this subdivision as being an “unknown” density
because there are single-family and multi-family lots. Unless you were getting entitlement for the multi-
family lots, I don’t think we’d be using the number of units in this calculation. Instead, I apply the
density cap of 8 du/acre to the entire subdivision (cap for R-3 and R-4) to get the REQUIRED
amount. Based on the 1,238,507 square feet of lot area (28.43 acres), the calculation looks like this:
28.43 acres x 8 du/acre = 227.44 du requiring parkland
227.44 du x 0.03 acres/du = 6.82 acres required
6.82 acres – 4.24 acres provided = 2.58 acres of Cash- or Improvements-in-lieu are owed
2.58 acres x 43,560 sf/acre x $1.50/sf = $168,577.2
Clearly, the improvements proposed go far beyond the baseline of park improvements. You can get
credit for having done the parkland up to future max cap of 12 du/acre for the benefit of future more
dense development of the multi-family lots in the future. We would want to track that separately, but
clearly on the final plat:
28.43 acres x 8 du/acre = 227.44 du requiring parkland
227.44 du x 0.03 acres/du = 6.82 acres required
6.82 acres – 4.24 acres provided = 2.58 acres of Cash- or Improvements-in-lieu are owed
2.58 acres x 43,560 sf/acre x $1.50/sf = $168,577.2
Additional 4 du/acre provided as Cash- or Improvements-in-lieu:
28.43 acres x 4 du/acre = 113.72
113.72 x 0.03 acres/du = 3.41 acres
3.41 acres x 43,560 sf x 1.5 = $222,809.40
TOTAL CIL/IIL = $391,386.60
For record-keeping and the Improvements-in-Lieu request, I need you to itemize out from the expense
spreadsheet exactly what items are the improvements beyond basic park improvements of trees,
sidewalk, seeding and irrigation, etc.
Let me know if you have any questions or if the above has been done another way. I’m not trying to
reinvent the wheel but this is how I would do it!
