None presented E. 06:08:40 PM (00:01:10) Action Items 1. Bridger View Redevelopment Zone Map Amendment (ZMA #19105) (Rogers) Zone map amendments from B-1 (Neighborhood Business), R-2 (Residential Single Household, Low Density), and R-4 (Residential High Density) to R-3 (Medium Density Residential District). • 19105 Staff Report • 19105 Application Materials & Map 06:08:45 PM (00:01:15) Senior Planner Tom Rogers from Community Development Department introduced himself and described the application from Human Resource Development Council (HRDC) to modify the existing zoning for a parcel of land that they have acquired. Planner Rogers also gave an overview of the review criteria for zoning change requests those who are not aware of the process. 06:09:51 PM (00:02:21) Planner Rogers formally entered the staff report applicant submittal and relevant information into the official record. 06:10:44 PM (00:03:14) Planner Rogers did a short description of the zoning history of this parcel of land. He described the current Future Growth map for this area and the current actual Zoning map. 06:14:14 PM (00:06:44) Planner Rogers described the request to have this parcel changed to an R-3 zoning for medium density housing. 06:15:24 PM (00:07:54) Planner Rogers presented a summary of Montana State legislature zoning criteria (MCA Zoning Criteria, Sec. 76-2-304) for the creation and modification of zoning classification for any given property. 06:16:03 PM (00:08:33) Planner Rogers stated that the application met ten of the eleven criteria for allowing zoning change to this parcel of land. The staff analysis did not feel that the application properly addressed the criteria on the effect on motorized and non-motorized transportation systems. No public comment was received. 06:19:26 PM (00:11:56) Additional clarification was requested of Planner Rogers concerning how commercial development would be restricted if this zoning change is approved; would the zoning following property lines; and clarification of the zoning of the adjacent property for Story Mill Park. 06:29:02 PM (00:21:32) Susan Riggs, Groundprint LLC, 1262 Stoneridge Dr., presented for the applicant an overview of the proposed project. Other applicant representatives present are Tracy Menuez, Associate Director, HRDC and Cordell Pool, Stahly Engineering. 06:34:37 PM (00:27:07) Applicant representatives responded to questions from the Zoning Commission. Questions included why R-3 designation was chosen and why the applicant felt that the motorized and non-motorized transportation issues were addressed in the application. Ms. Menuez responded that HRDC is in the processing of hiring a Transportation Planner to help them redesign the routes that Streamline bus service utilizes considering the growth that has occurred in the Bozeman area. She also addressed that a new traffic light is proposed for 2021 at the intersection of Bridger Drive and Story Mill Road to ease the pedestrian crossing of Bridger Drive and traffic flow in the area. There was no public comment given after the applicant’s presentation. 06:41:23 PM (00:33:53) MOTION: To adopt the findings of the staff for the application for Bridger View Redevelopment Zone Map Amendment (ZMA #19105) and to move to recommend the approval of the application with addressed contingencies to complete the application processes: Paul Spitler 06:41:49 PM (00:34:19) MOTION SECOND: Mark Genito 06:41:54 PM (00:34:24) DISCUSSION: Mr. Spitler and Mr. Scott agreed that this is good location for the proposed residential zoning amendment. 06:42:52 PM (00:35:22) VOTE: Motion passed unanimously F. 06:43:08 PM (00:35:38) FYI/Discussion 1. Other Updates—Staff Representative Planner Rogers talked about the possibility of cancelling the July 15th Zoning Commission meeting as the Commission room is scheduled for AV improvements and there is conflict with a City Commissioners meeting on that date. Planner Rogers also clarified that the City Commissioners will address the Zone Map amendment and Growth Map amendment at their July 15th meeting. Further notice will be given to the Zone Commission members as to if the July 15th meeting will be cancelled.
