This Memorandum of Understanding sets forth the basic policies of
RSVP of Gallatin County. It is hoped that this memorandum will
facilitate the cooperation between RSVP and a volunteer station
that requests volunteers. (A volunteer station is any non-profit
or public agency or organization that requests volunteers and signs
this Memorandum of Understanding.)
1. Volunteer Assignments
a. RSVP staff will initially learn about the volunteer need
of a potential volunteer station either through a
personal visit to the site or by direct contact from the
interested station.
b. The volunteer station will provide RSVP with a job
description for each planned volunteer assignment. RSVP
or the station may review the assignments from time to
time to determine if they are appropriate.
c. nsvp staff will interview and refer RSVP volunteers to
the volunteer station. The volunteer station will have
the opportunity for an interview before the final
placement occurs.
d. The volunteer station will notify RSVP staff if an RSVP
volunteer cannot be placed in a volunteer assignment.
e. All volunteer assignments must be handled through the
RSVP office. If the volunteer station maJces direct
contact with the RSVP volunteer instead of going through
the RSVP office, the RSVP office must be notified. If
there is no notification, the volunteer will not be
covered by insurance or eligible for reimbursement of
expenses. Such volunteers must be advised of the non-
RSVP-approved status by the volunteer station.
f. Volunteer stations will assure adequate heal th and safety
provisions for the protection of volunteers.

2. ORIENTATION AND SUPERVISION
a. The volunteer station will pe responsible for orienting
RSVP volunteers to the volunteer station and to
individual volunteer assignments.
b. The volunteer station will be responsible for on~going
supervision of RSVP volunteers. However, RSVP staff may
visit the station at any time to assess the needs of the
station and volunteer(s).
c. The representative of the volunteer station who will be
responsible for arranging orientation and supervision is:

- d. RSVP staff will provide consultation on orientation and
supervision when requested.
e. The volunteer station will furnish the volunteer{s) with
materials necessary to complete an assignment.
3. SEPARATION FROM VOLUNTEER SERVICE
a. The volunteer station may request the removal of an RSVP
volunteer at any time. With cause, RSVP may recall an
RSVP volunteer at any time.
b. An RSVP volunteer may resign from service at a volunteer
station or from RSVP at any time.
c. Discussion of individual separation wi II occur among RSVP
staff, staff at the volunteer station, and the RSVP
volunteer to clarify the reasons for separation, to
resolve conflict, and/or to take remedial action.
4. INSURANCE COVERAGE
a. RSVP will provide accident, personal liability and excess
auto insurance to cover RSVP volunteers durfng their
approved volunteer assignments, including traveling to
and from their volunteer assignments. Insurance provided
by RSVP does not duplicate expenses covered by Medicare
or other valid and collectable insurance coverage.
b. The volunteer station will make such investigations and
prepare such reports as requested by RSVP regarding
accidents involving RSVP volunteers.
5. RELIGIOUS AND POLITICAL ACTIVITIES
The volunteer stations will not request, assign, or permit
RSVP volunteers to conduct or engage in religious, sectarian,
or political activities as a part of their RSVP
volunteer assignment.

'7. FHOIlIBITION OF DISCnnUNATION
The volunteer station will not discriminnte on '~"P b:lr;is of
age, race or color, gender, marital status, ni) t; c:tlill origin
ancestry or physical disability.
8. CONFIDENTIALITY
The names of RSVP volunteers will not be given out to any
other agency or source without the voluntcer's signed
approval. Volunteer records will be used only for purposes
directly related to the approved RSVP assignment and for no
other reason.
9. PUBLICITY AND RECOGNITION
a. The volunteer station should make it known to that
station's constituency the contributions made by RSVP
volunteers and support received from RSVP. Prominent
recognition of the contributions made by RSVP volunteers
should also be included whenever possible, in
newsletters, PSA's, and other public relations efforts.
Recognition events and other means of recognizing RSVP
volunteers on an on-going and annual basis are strongly
encouraged.
b. RSVP staff will provide consultation on volunteer
recognition upon request.
10. VOLUNTEER EXPENSES
It is the philosophy of RSVP of Gallatin County that an older
person on a fixed income should not be prevented from
volunteering because of out-of-pocket expenses. Limited
availability of funding restricts our ability to fully meet
all requests for reimbursement. Therefore, RSVr encourages
agencies to furnish, at no cost to the RSVP volunteer, such
things as transportation, parking, and/or a uniform whenever
possible. RSVP will continue to meet requests for
transportation and to reimburse volunteers for their meal
expenses within limitations prescribed by RSVP of Gallatin
County, policies and the availability of funds.

b. When a meal period occurs during the RSVP volunteer's
hours of service, a meal should be provided by the
volunteer station as an in-kind contribution if
possible. The station should then advise RSVP on a
monthly basis of the dollar amount donated. Otherwise, .
RSVP will reimburse volunteers directly for such costs in
accordance with RSVP policies, whenever funding permits.
11. VOLUNTEER REPORTS
The volunteer station coordinator will forward the monthly
hours of RSVP volunteers to the RSVP office by the 15th of the
month. Keeping a record of volunteer hours is extremely
important to RSVP funding sources.
12. RECRUITt-1ENT
Through the use of varied professional recruitment methods,
RSVP will actively pursue your request for a period of three
months. If we are unable to meet your need within this time
frame, the RSVP coordinator assigned to work with your
organization will contact you. Your request will then be
placed in a sustaining file for the duration of the year.
During this period, recruitment efforts will be less intensive
but volunteers interviewed will continue to be informed of
your needs.

This memorandum may be amended at any time by the parties involved.
At the end of 12 months this Memorandum will be updated by an RSVP
Coordinator. A signed copy of this Memorandum of Understanding
will be supplied to the Volunteer Station.
