HomeMy WebLinkAbout05-22-19 BBAB MinutesBozeman Beautification Advisory Board Meeting Agenda May IDEA Meeting! Wednesday, May 22 2019 at 4:30 PM, City Hall - Gallatin Room, 121 N Rouse A. Call Meeting to Order We have a guest, Maya, interested in learning about City Boards in general. The board introduced themselves to our guest and then started the meeting. B. Changes to the Agenda No Changes. C. Public Comment *Please state your name and address in an audible tone of voice for the record. This is the time for individuals to comment on matters falling within the purview of the Committee. There will also be an opportunity in conjunction with each action item for comments pertaining to that item. Please limit your comments to three minutes. No public comment. D. Approval of minutes from March 27th, 2019 No edits/comments. The board motioned to approve the minutes. E. Disclosure of Comments or Information Received Board members should disclose information or discussions they have had regarding a board related topic. F. Commission Update, Deputy Mayor Chris Mehl Chris is looking forward to the meeting. He asked if Solid Waste had any stats yet. We should have an update soon. Chris also mentioned the affordable housing presentation/public comments tomorrow night at Story Mansion. During the meeting, tools will be developed for the future affordable housing initiatives for the City. Public Works Department meeting tomorrow at 4:30 pm, open house in the City Commission Room to review candidates for the Director position. Also, the Community Plan is underway. It is a Land-Use plan for density, roads, walkability, etc. The budget has just started $123 Million, going up around 4% each year. $2,300 for a typical household in taxes. Budget will be discussed every Monday in June, approval set for July 1st. -Deputy Mayor Chris Mehl will be Mayor on June 17th. G. BBAB/INC joint Neighborhood Beautification Project discussion Tanya needs 1-2 BBAB board members to meet with INC offline to talk about events/joint programs like an initiative around good neighbor day in September. This will be for the first six months while we are still piloting the initiative. The intent is to fold in the mission of BBAB with the community building part of the INC. Blends the two missions, about neighborhoods and community building. 1) Charlotte can help within the BBAB meeting time. 2) Terry Quatraro is confirmed. 3) Elise can be an assistant if needed. 4) Tanya Cunningham is confirmed. Tanya Andreasen is going to send out a Doodle poll by email. H. Ideas! - Brainstorm ideas from BBAB members – how can the BBAB contribute to the beautification of Bozeman in new ways? - Prioritize ideas - Strategize: who is going to do what and how? Mary’s Ideas: -Riparian Repair (plant trees along streams and creeks). Partnering with GVLT? Downtown areas or private land. -Elderly Outreach: Informing them and keeping them in the loop about what is happening around Bozeman. Projects for the elderly? Flower arranging in the spring? Travel to see the holiday lights? Themed meals like Mexican food on Cinco de Mayo? Performances that the schools put on such as plans or concerts? -Snow Sculpture Contest: Created through the extra snow from the City snow removal program. Food vendors and music, similar to a winter carnival. Prizes could be donations from the community. Chris Mehl’s comment: people could do snow sculptures on their properties. Judy’s Ideas: -Plastics in Bozeman: Bozeman could be the voice of eliminating plastic bags. Charge for bags? (policy focus). Charlotte’s Ideas: -Charlotte walked down the street to a project BBAB gave an award to, they are renting out their house now. She is suggesting that when we nominate and award a project, we have a sense of responsibility to be sure that what we awarded retains the nature of the award. Keep an eye out. Elise’s Ideas: -A way to recognize people in our community. Youth who has done something positive, an environmental champion, someone who has done something kind, etc. City-wide announcements. Chris Mehl’s thoughts: expand the beautification awards program to people and not just projects. Terry said it was called a Lifetime Contribution Award but it has not been done in the last 5 years. Amanda’s Ideas: Clean Drains, etc. , INC initiatives. Tanya’s Ideas: Creative crosswalks, painted, spray-painted, tiled, etc. She presented photographs and design specs, costs, etc. This would create pride in the neighborhoods with sponsored artwork with downtown businesses. She really likes the specs for Austin. Chris Mehl’s thoughts: Could this be a traffic calming contest? Could there be a new one each year? Tanya’s thoughts about Western Transportation Institute studies and grant funding for neighborhood-style traffic calming case studies. Terry’s Ideas: A Bozeman community-wide way to eliminate single-use plastic and shopping bags. BBAB purchasing cloth bags as an initiative for the community. Chris Mehl’s thoughts: Cyndi the Mayor has information on this issue. Terry’s thoughts: polling businesses and see what their costs would be for purchasing cloth bags. Prioritization: Plastics: Policy-driven? Culture Change or Educational opportunity? Incentivizing vs. Banning vs. Educating. Charging vs. Credits vs. pledges from individuals or businesses. Chris will email the Mayor from a policy perspective. Missoula is doing this now. Terry to review what other cities are doing/case studies for next month’s meeting. Riparian repair: There are partners already doing this work, so more awareness or volunteers? Educational opportunity? Can BBAB help with funds or publicity? City cost share for Riparian areas? Access to Bozeman Beauty: Providing access to underserved communities, transportation, holiday lights tour? Potential HRDC partner? Snow sculpture contest: Private citizens creating sculptures in their front yards. Free, pop-up style. Prizes, publicity, etc. Neighbors recognizing neighbors: “The human award” *Part of BBAB/INC Group leading to an award in November if not other things associated with that. Doodle Poll. Follow Up on Past Award Winners: Keep an eye out on our neighbors and promote the idea of helping out properties that are run down. Helping hands, snow shoveling, yard care, etc. There is no poop fairy: GVLT/Run-Dog-Run Creative crosswalks: Art and traffic calming combo-This could be tied to the schools, perhaps a summer program.
