Rouse Ave. Bozeman, MT 59715 RE: Storm Water Facility Maintenance Dear City Commissioners: Legends II HOA received a notice of required maintenance on our Storm-Tec underground stormwater detention system and 2 dry wells in Oct 2018. Our HOA has made attempts before and after this notification to have this maintenance performed; first to Scenic City Pumping. Scenic City was reluctant to perform the work due to difficulties they had experienced in the past with location and costs associated with dumping of effluent.A subsequent promising call to Rocky Mountain Contractors ended with the same result. The Superintendent of Rocky Mountain Contractors advised that they will no longer perform this work in Bozeman due to lack of clarity on where to dump and what the dumping fees will be. We are asking City Commissioners to clarify and update these contractors on dumping locations and fees. In the future these schedules should be published, posted and kept for record. We feel that if the two major pumping contractors equipped to do this work will not work in Bozeman, then ours is only one subdivision of scores in the city with unattended stormwater structures. Secondly, we strongly suggest that the City of Bozeman take over maintenance of these structures. We feel that our monthly stormwater utility assessments more than cover our share of paying for our burden to the system. In addition, lack of adequate oversight by the city in street and drain cleaning as well as lack of enforcement of SWPPP regulations by the city during new home construction, has contributed the majority of the sediment we are now expected to remove. Addressing these issues, or at least beginning the discussion, seems to mesh with the 8-19-19 meeting purpose, and we hope they can be included in the agenda.
