Appointment to the MURB Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Brenda Sweeney, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment to the Midtown Urban Renewal Board (MURB) MEETING DATE: August 19, 2019 MEETING TYPE: Action RECOMMENDED MOTIONS: I move to appoint one member, non-voting member appointed by City Commission position, to the Midtown Urban Renewal Board with a term ending January 31, 2022. BACKGROUND: The Midtown Urban Renewal Board currently has one vacant position. Two new applications have been received. In 2006 with Ordinance 1685, The Commission adopted an urban renewal plan to act as a policy guide for the North Seventh corridor and adjacent properties, and created the North Seventh Avenue Urban Renewal District, and the North Seventh Urban Renewal Board (NSURB) to implement this plan. In 2015 with Ordinance 1925, the North Seventh Avenue urban district was created and the Bozeman Midtown Urban Renewal District Plan adopted. The NSURB was renamed the Bozeman Midtown Urban Renewal Board (MURB) for the implementation and administration of the Bozeman Midtown urban renewal district. Individuals appointed to the MURB shall have a demonstrated interest in the District or adjacent neighborhoods. Pursuant to MCA S 7-15-4234, the mayor, by and with the advice and consent of the City Commission, shall appoint the MURB, which shall consist of five voting members. Each appointment shall be for 4 years. (3) Any person may be appointed as voting members if they reside within the municipality. The preferred composition of the MURB would include two residents of the District, two business owners in the District, and one member at large. (4) A voting member may be removed for inefficiency, neglect of duty, or misconduct in office. (5) The appointment of voting members shall be ratified annually by the City Commission. 510 A majority of the voting members shall not hold any other public office under the municipality other than their membership or office with respect to the MURB. In addition to the five voting members, the MURB shall be composed of a non-voting membership of not more than four individuals, appointed to 4 year terms. These individuals must possess demonstrated interest in the district, specific expertise or other qualifications necessary to help implement the plan. This board currently has one vacancy. The City Clerk’s Office has received two applications, with their relevant qualifications indicated below. 1. As a recent Bozeman transplant, a first-time homebuyer & a bicycle commuter, I’m heavily invested in the development of the area. With roots in the major cities of Seattle and Chicago, I’m interested in respecting the history and identity of Bozeman and the Midtown area specifically, while maintaining its relevance for an active population. I relocated to Bozeman, MT last July to continue my tenure in a leadership role with XY Planning Network, Montana’s fastest-growing private company of 2018 and 2019 (Inc Magazine), which is headquartered right downtown (https://info.xyplanningnetwork.com/team). I was initially wary of establishing headquarters off the beaten path, but was quickly impressed by the spirit of the community and the talent of local applicants. I’m thrilled that XYPN, which employs over 30 local residents, is committed to Bozeman and I get to call this beautiful place home. Before life in Bozeman, I was in the Seattle area working at the Institute for Justice, a non-profit law firm focused on first amendment rights and economic liberty. I volunteered as the head coach of the University of Washington Mock Trial Program, an undergraduate extracurricular pre-law activity, with my team advancing to the national championship four of six years. Because of this positive experience working with a group of mission-driven individuals to effectuate change and produce exceptional results, I’m interested in becoming the next non-voting Midtown Urban Renewal Board Member.
