1. Community Development Project Information Portal (Garber)
Associate Planner, Danielle Garber introduced and provided an overview of the new webpage for the
Community Development Project Information Portal which is intended to increase transparency and education
about the planning process.
Ms. Garber explained that the Project Information Portal has two main parts: 1) an instructional webpage
including FAQ about the Community Development Viewer map, and 2) Community Development Map Viewer,
which is the map where you can find planning and zoning information as well as link to specific project
information.
08:11:32 AM (00:12:51) Ms. Garber answered questions regarding site analytics, accessibility for those with
disabilities, availability for historical project information, and list features.
08:17:09 AM (00:18:28) Chair Kevin Thane asked if it would be possible to search projects that require
affordable housing. Ms. Garber responded that it would be possible to add that feature in the future with the
right tracking on the back end.

08:19:22 AM (00:20:41) Chair Thane shared that his goal would be to influence the greatest number of
affordable housing units in the shortest amount of time and asked the board to think of ways to accomplish that
goal.
08:20:20 AM (00:21:39) Board member, Jodi Bartz shared that there were 93 individuals with disabilities on a
waiting list for housing opportunities, and that that number was from several years ago and may be outdated.
Chair Thane responded that he thought it possible to create incentives to make units ADA compliant.
08:24:39 AM (00:25:58) Board member Steve Wheeler stated that he felt that incentives rather than barriers
would be more effective in working toward the goal of creating more affordable housing. Mr. Wheeler felt that
cost was the biggest barrier to the creation of affordable housing and provided a list of incentives that stuck out
to him as opportunities to create more cost effective affordable housing.
08:29:23 AM (00:30:42) Board member Noel Seeburg agreed with Mr. Wheeler and stated that they should
focus on removing regulatory barriers. Mr. Seeburg referenced accessory dwelling units as an effective tool as
well as a requirement to create affordable housing if affordable units are removed for development. Mr.
Seeburg also referenced modular homes as an affordable option that may be being overlooked.
08:34:59 AM (00:36:18) Board member, Dulaney Collins asked that they look at existing dwelling units
throughout the city to tweak the zoning to create more affordable housing.
08:35:40 AM (00:36:59) Ex Officio member, Brian Guyer shared that he felt they needed to be specific with
which incentives they’d like to see and shared that he supported commercial and residential linkages, where a
certain percentage of residential units would need to be affordable and would accompany a commercial
development.
08:38:53 AM (00:40:12) Board members discussed the fact that some of the ideas brought forward would not be
legal under Montana state law. Commissioner Cunningham provided some additional information on what
regulations might be disallowed. The Community Housing Action Plan consultants are researching which tools
may fall under this category.
08:41:28 AM (00:42:47) Chair Thane shared that his top priority is to remove barriers in the Unified
Development Code that may restrict development of affordable housing. Specifically, aesthetic requirements
such as setback standards that require the garage to be 4 feet behind the front façade of a home, accessory
dwelling units allowed in R1 zoning without additional use permits, and removing occupancy limits on accessory
dwelling units.
08:46:13 AM (00:47:32) Director of Community Development, Martin Matsen, explained that while there are
restrictions on accessory dwelling units, they do allow secondary primary dwelling units on many lots that don’t
have occupancy restrictions. Director Matsen challenged board members to identify tasks they’d like to see and
he would work with them to show how projects can be accomplished utilizing the current code. Chair Thane
pointed out that he felt the code should be more transparent in what can be done within the code.
08:50:45 AM (00:52:04) Chair Thane raised the issue of land use and incentives to build the type of affordable
housing most in demand. He also suggested adding the same affordable housing requirement (10%) for the
development of condos as single family homes.
08:56:10 AM (00:57:29) Chair Thane’s suggested tax incentives as a tool to promote the development of more
rental units.
08:57:22 AM (00:58:41) Board member Dulaney Collins voiced concerns regarding employer housing and shared
she felt promoting affordable home ownership would be more helpful, based on the conversations she’s had.
09:01:17 AM (01:02:36) Commissioner Cunningham reiterated the board’s goal with selecting tools to promote
a specific outcome based on the needs identified through the previously conducted Community Housing Needs
Assessment.
09:04:51 AM (01:06:10) Mr. Guyer asked Chair Thane to bring back to the housing consultants the desire to keep
down payment assistance as part of the affordable housing program as well as restriction on short term rental
so that it doesn’t negatively impact the long term rental pool / housing stock.
09:05:48 AM (01:07:07) Mr. Seeburg also asked for more education for potential homeowners so that they
understand the requirements of buying a home and that there are many programs available to assist with down
payments. He stated that many homeowners don’t realize that a home buyer does not have to have a 20%
down payment and that in many circumstances a 3% down payment will suffice.
09:11:53 AM (01:13:12) Mr. Guyer shared that down payment assistance is very successful and shared some of
the restrictions on the program that don’t align with the current housing market to make home purchase
possible for more people. Board members continued to discuss how these programs can be promoted to help
people get into housing. Following, Mr. Wheeler discussed the benefits of banks funding larger affordable
housing projects.
09:19:08 AM (01:20:27) Mr. Guyer shared with the board the process individuals go through when working with
HRDC to purchase a home through their program.
