Enclosed is an application by Color world Printers for
tax relief under Title 15- Chapter 24-part 14 MCA for New or
Expanding Manufacturing or Modernized Processes.
The original application was submitted to the Gallatin
County Commissioners but after speaking with Ray White and
Jim wysocki, it was determined that the City of Bozeman was
the proper venue.
Please call concerning any questions. We will await
the date of public hearing to provide further clarification
and information.

APPLICATION TO BOZEMAN CITY COMMISSION
FOR PROPERTY TAX RELIEF
UNDER TITLE 15 CHAPTER 24 PART 14 MCA
FOR EXPANDING MODERNIZED PROCESSES
As per Title 15 Chapter 24 Part 14 MCA, Color World
Printers hereby applies for a 50% tax waiver for the next
five years beginning with the 1988 assessment and a 10%
increase in each of the remaining five years for the
modernized processes listed below.
We have installed a full four-color printing process
during the last year. This includes a four color Heidelberg
MOV/P printing press, a Polar Monitor paper cutter, a Stahl
pile fed folder, a Komatsu Forklift and a Covalent
ShopSystem automated production system. The total value of
investment is $673,000.
We begin with the raw materials of paper and ink,
design and layout what the finished product will look like,
print the ink onto the paper and complete the finished
product by stapling, gluing and folding as required.
We use paper purchased from Montana firms and do nearly
all of the work in our own plant. Our finished product is
truly a Made in Montana product.
We provide a service to numerous regional firms that
require high quality four color printing. This process is a
significant plus for high technology firms that must rely on
the visual material to sell their services and wares. Our
additional capacity makes us only the third printer in
Montana with this capability. Rather than competing against
each other, it actually improves the ability of Montana
printers to keep work in Montana.
We are a viable regional printer with much of our work
coming from jobs that formerly went to out of state
printers. In addition to serving all of Montana, we do work
for firms in San Francisco, New Mexico, New York, North
Carolina and Louisiana to name a few. This includes art
galleries, artists and other firms. We do printing for
Jackson Hole, WY firms including LifeLink. Only a small
portion of our clients are from Bozeman.
We have added approximately five full time positions
and will be adding additional positions in the near future.
This provides an increased payroll for the entire community.

Our growth rate is projected at 20% and should continue at
that rate for the next few years. We are considering
further expansion which might include building a new or
expanded plant.

whose tax responsibility is held by TSC Leasing Company.

MCA Application
1. What affect will the new, expanding, or modernized
industry have on other businesses in the taxing
jurisdiction?
We will provide a service to numerous regional firms
that were required to travel long distances to acquire high
quality four color printing. This process is a significant
plus for high technology firms that must rely on the visual
material to sell their services and wares. Our additional
capacity allows us to compete as a major printer in the
region.
2. What economic benefit can be expected within the taxing
jurisdiction from the creation of the new or expanding
industry?
We have added approximately five full time positions
and will be adding additional positions in the near future.
This provides an increased payroll for the entire community.
The addition of the four color process has allowed us to
bring in excess of $200,000 of printing that has normally
been going to out of state printing plants. Our growth rate
is projected at 20% and should continue at that rate for the
next few years.
We have attracted a number of large printing jobs from
out of state solely based on our reputation. This includes
art galleries in New York and San Francisco as well as firms
in New Mexico, Louisiana, and North Carolina.
