WTLLSON PUBLIC PARKTNGLOTS.WHEREAS, the Bozeman City Commission created and empowered the Boze.rnan Parking Commissionpursuant to Resolution Numbers 1676,1839, 3803, and 4577; and,WHEREAS, Montana Code Annotated 7-14-4621, sets out the general powers of a parking commission;a nd,WHEREAS, the 201-6 Downtown Strategic Parking Management Plan encourages the City of Bozeman toactively manage public parking assets to maximize their value to the community and economic health of thedowntown;NOW THEREFORE, BE lT FURTHER RESOLVED that the Bozeman Parking Commission adopts revisions tothe existing "Parking Lease Policy", re-titled as the "Parking Permit Policy", and establishes the "Parking PermitPolicy" forthe purpose of administeringthe public parking permit programs operated bythe Bozeman ParkingCommission at the Bridger Downtown Parking garage, as well as the Black, Rouse, and N. Willson public parkinglots,PASSED AND ADOPTED bythe Parking Commission of the City of Bozeman, Montana, at a session heldon the 8th day of August 2019. Nothing in this policSr vuill tmply, stateor be construed as the transfer of ownership of the physical space being pernritteci, cr tl-le ¡lrovistotrof any rights other than those specifically stated.The Finance Department may issue sudace lot or garage permits with the following conditionsSURFACE PARKING LOTS OWNEDOR CONTROLLED BY THE CITY OF BOZEMAN:Willson Lot (35 spaces), Black Lot (71 spaces) and Rouse Lot (46 spaces)(No monthly or annual permits are available at the Armory Lot). Total permits available at each facility is not to exceed limits established by the BPC, at thistime, each lot is limited to total permits not to exceed 50% of available parking spaces.. Permits are available to individuals and/or businesses on a first come, first serve basis; onespot on a permit rvaiting list equals one parking permit (no bulk permit sales).. The Finance Department will maintain a waiting list for each public parking facility.. Permits can be obtained and paid for on a monthly or annual basis;. Permits available for up to 1 year, not to exceed the current calendar year;r Permits are not transferable; however, the permit holder may permit employees, or otherindividuals to utilize the permitted space.. Permits must be renewed prior to January 1't of each year with fees payable monthly orannually. Permits that are voluntarily surrendered, orforwhich payment has not been madeby the renewal date are subject to forJeiture or re-issuance to other padies.. At renewal the permit holder is required to acknowledge by signing (manually orelectronically) their agreement to abide by the most current version of the Bozeman ParkingCommissions' Parking Permit Policy,. Permit payments begin immediately upon signing of permit agreement and annualagreements will be prorated;. All parking permits issued by the City of Bozeman may be revoked for any reason. The Cityof Bozenran will endeavorto provide, but not guarantee,60 days written notice to anypermit holder of the date their permit revocation is effective.BRIDGER PARK GARAGE 1435 spaces total)Total number of available spaces for rental, in the Bridger Park Garage, will be determinedby the Bozeman Parking Conrmission utilizing the adopted Permit Limit Calculationmethodology, as depicted in Appendix A of this policy. The Bozeman Parking Commissiotre 3will review the Permit Limit Calculation at its March, June, September, and December regularmeetings; and, as a result, may take action to alter the number of permits available.As of August 2019, the Bozeman Parking Commission does not accept new long-term leaseagreements, at the Bridger Park Downtown Garage, for the purpose of satisfying parkingrequirements in the Bozeman Unified Development Code. Such lease agreements limit theability of the Bozeman Parking Commission to manage the permit and transient parking atthe Bridger Park Downtown Garage in the most effective manner..
