A. Call meeting to order: Brian Close, Chair
B. Changes to the Agenda: None
C. Public Comment: None
D. Approval of Minutes:
-- March 8, 2018 Meeting Minutes- Motioned by Steve; Seconded by Richard;Approved by
all (7) in attendance.
E. Announcements:
-- Brian mentioned the City's cleanup day on April 21St and asked the board if they wanted
to participate. Steve Roderick will contact Steve Schnee to lead the board again this year.A
list was sent around for members to sign up.
G. Special Presentation:
H. Committee Report,Discussion,and Action Items:
1) Sports Park Foundation Update
-- Chase Rose gave a report that included securing a loan to the City for$1.7M,will be
completing 2 synthetic turf fields this fall ('18),have received 3 separate gifts of$150K
each, and have others that are in the works.Their goal is to provide 4 synthetic fields
total.
-- Q/A: The School District is not moving forward on developing one of the fields.
-- Q/A: The next step is to raise funds for 2 additional turf fields. However the goal is to
see the park completed.
-- Mitch added that they've been working on a grant of$100K for a playground. He

shared that Kiwanis is interested in providing a shelter as they've done for other parks.
-- Q/A: The field turf was purchased in conjunction with MSU and the high school and
the bulk purchase got them a 15%discount.
2) Division&Gallatin Valley Land Trust Report:Matt Marcinek
-- Had the Trails Roundtable with Mitch, Carolyn,and Public Works this morning;
Summer Trails Challenge set for June and on the GVLT website; hiring an intern to run
the Trails Ambassador Program; started Trail Etiquette Tuesday to get new messages
out to public to help protect the trails; GVLT staff is busy with the Open Space Levy.
3) Subdivision Review Committee Report: Richard Shanahan
--West Winds Phase 4 Park Improvements In Lieu Proposal: Chris Saunders, Planning
- Chris gave some background of this project,including the use of a map; then Trever
McSpadden from Haystack Development spoke about steps he's taken with the project,
including when he brought it to this board in 2015; Carolyn referenced the park's
original Master Plan which included a tot-lot, commented that the trail has not been
maintained and needs work,and calculated minimum improvements by code to be $81K
including a parking lot.Trever said he hadn't seen the Master Plan but had used info
from previous decisions from this board. Chris clarified that this discussion and motion
are for the preliminary stage for this project. Mitch supported the work on the trail and
bridge and said a play structure would add a lot to this park.
--Amended Motion by Tony: I hereby recommend approval of the West Winds Phase 4
Park Improvements In Lieu proposal subject to Master Plan compliance (in particular, a
tot-lot),meeting Parkland Dedication requirements,and review of final plans by the
Parks Division staff in accordance with the Unified Development Code.
- Seconded by Salal; Approved by all (7) in attendance.

5) Subcommittee Assignments for 2018 Follow-up: Brian Close
-- PROST Plan Subcommittee: Brian Close
- Brian asked Jodi to be on this committee with him, Mitch and Carolyn to hire a
contractor to update the PROST Plan. Mitch gave a quick background to the PROST Plan.
It's 11 years old and most projects were completed so it needs to be updated.
-- Park&Trail District Subcommittee: Tony Thatcher

-- Master Plan Subcommittee Update - None
6) Parks&Cemetery Superintendent Report: Thom White-absent
-- Mitch explained that Thom was doing short term worker interviews today,trying to
hire 16 positions,and wasn't able to be here tonight.
7) Parks &Recreation Director Report: Mitch Overton
-- Bogert Pool Friends Update (mentioned later in report)
-- Policy&Fee Schedule along with the Cemetery fees will go to Commission on Monday
evening for approval.
-- Park&Trails District: Commission asked for 2 additional choices.An amendment to
the budget is on the Commission agenda for consent since this was not part of the initial
scope of work.
-- Rec Division:Also did hiring interviews for summer staff today; doing reno of the

Story Mill Community Center and is in charge of that project;Aquatics is also doing
short term worker hiring, full time position still to fill,tough hiring climate overall; the
Bogert Pool Friends are working on the interior, finished the ceiling and now doing
painting.
8) City Commissioner Perspective: Chris Mehl, Deputy Mayor
-- Mentioned Arbor Day Celebration at the Cemetery coming up on April 271h,the
Strategic Plan to be reviewed and possibly approved on Monday evening's session.
-- Q/A: Is the Parks&Trails District separate or dependant on the Law&Justice Center
issue passing? He explained the process which is not directly dependant but timing is
important for it to succeed. First the Commission decided they want the district and
now need to decide on the size of it.Then the method of approval has to be determined,
whether that's a public vote or accepting public protest.The city manager has made it a
priority in the Strategic Plan.
