1) 01 :04:44 PM (00:03:32) Called the Meeting to Order: Chair
- - Russ acknowledged the new board member and asked everyone to introduce themselves.
2) Changes to Agenda: The Cemetery Irrigation Project will move to the first report.
3) 01:20:33 PM (00:19:21 1 Approve meeting minutes from October 27, 2016:
-- Motioned and approved with clarification to item#6. [Yes:All]
4) Public Comment:None
5) Disclosures: Introductions were made by everyone since we had a new board member begin.
6) Action Items:
A) 01 :22:56 PM (00:21 :45) Election of Chair and Vice Chair positions
--The positions stay the same for 2017: Russ as Chair and Katherine as Vice Chair.
B) 01 :26:1 1 PM (00:24:59) CAHAB Subcommittee Report:Katherine Ball and MarypatZitzer
Recommended Motion: Having considered all information presented to date,the Cemetery Advisory Board
supports CAHAB's investigation into suitability of approximately 2 acres of Parks, Recreation, Open Space,
and Cemetery land for affordable housing east of Highland Blvd and west of the Softball Fields per City of
Bozeman Affordable Housing Standards.
-- Kevin Thane from CAHAB gave the Subcommittee's report, explaining what they explored as options and
why the land adjacent to the Softball Field would work.They decided to put together a letter for the
Commission explaining this option but needed to get the support of CAHAB and this board.The letter
would include that any income "from this leased cemetery land would go into the cemetery's perpetual care
fund." Once the committee gains the support of CAHAB and this board, Kevin will take it to the Recreation

and Parks Advisory Board to share,and then present this to the Commission.

A) 02:23:09 PM (01:21:571 Draft of Master Plan Wording Update: Master Plan Subcommittee
-- Katie agreed to edit the changes from the Master Plan for Mitch and Thom.
-- Plan to do a field trip to the cemetery to discuss the area for a second entrance.
B) 02:26:03 PM (01 :24:51 )Veterans Wall Update:Don Derby-absent
-- Russ shared information from his conversation with Don about the Veterans Wall and the affordable
housing issue.
C) 02:28:30 PM (01:27:18ZMemorial Garden Update:Memorial Garden Subcommittee
-- Katherine and Marypat talked about giving people more information about their options for
memorials, about using the website and brochures,and about how to give out consistent information.
8) 01:08:l 2 PM (00:07:01) Cemetery Irrigation Project Update: Lain Leoniak, City Water Conservation
Manager
-- Lain explained the need to find non potable water for irrigating the cemetery.A project to make use of an
irrigation ditch which the City has had rights to since 1865 would cost$875K.That cost will be split amon,
grants fund ($425K), Parks&Recreation,and the Water fund. Bids will go out this summer,and the project
will be finished by fall of 2018.

-- He gave an update on their equipment, devoting$3-4K on trees,planning for a central irrigation control
system,burials are up which affects the overtime budget,and reported talking to Anna Rosenberry about
user fees going into the Perpetual Care Fund which she confirmed that they cannot. He also commented
about the dog run next to the Softball Complex and noted the benefit of having it.

-- He shared a print out of the department's request for the Capital Improvement Plan for next 5 years and
explained the cemetery division's plan which includes another columbarium.
--Also talked about infill,the columbarium, National Registry of Historic Places.
11) 02:56:34 PM (01:55:231 Commission Report: Cynthia Andrus
-- She made a few comments in agreement with what Mitch and Thom shared about the budget,was in
support of the irrigation project,and shared some info about upcoming Strategic Planning.
12) 02:59: 14 PM (01:58:021 Next Meeting Date and Location: May 111h, 2017 in the Cemetery for a tour.

-- Katherine offered some information about a booklet designed for touring the cemetery that includes
historical information.This started a short discussion about the various resources available.
