The information contained in this report provides thebasis of design for the required storm drainage improvements to be completed. The completedimprovements will be under the ownership and maintenance of the City of Bozeman.The methodology and analysis procedures udUzed in this report are in conformance with the designstandards found in the City ofBo2eman Design Standards and Specifications Policy, March 2004.Recommendations made m this report are based on these standards and the professional judgmentof the author.SITE LOCATION AND DESCRIPTIONThe area being analyzed in this report consists of the right-of-way on South 19th Avenue from KagyBoulevard to 500 feet south ofBlackwood Road. This area contains approximately 7,700 lineal feetof road and the right-ofway adjacent to it.EXISTING CONDITIONSSoilsAccording to the Soil Survey ofGallatin County Area, M.ontana (1996), the natural soil type ispredominantly Turner Loam and Meadowcreek Loam. Groundwater in the development area is ashigh as 18-inches below the natural surface to 8-feet below the surface. Dewatering techniques willbe used during construction to control groundwater.The site soils (unpaved area) are gently sloping with moderate organic-raatter content. The risk ofsoil blowing and water erosion is moderate to low. A brief summary of the soUs present in thesubdivision is located in Appendix A of this report. A more detailed description of the soils in thisdevelopment can be found in the Geotechaical Report for Meadow Creek Subdivision (December2005, AUied Engmeering Services, Inc.).DrainageThe existing ground is sloped, having an approximate 1.5% to 2% gradient from south to north.Surface runoff currendy drains to existing borrow ditches that run from south to north along bothsides of South 19th Avenue. Runofffrom the south of the project area also enters the analyzed area.The right-of-way area approximately 500 lineal feet south of the intersection of South 19th Avenueand Blackwood Road was included in the analysis. A ditch intercepts runoff south of the areaincluded in this analysis and directs the flow out of the right-of-way area.P:PM\BOZ-05021_02_STORM_DES_REP_19TH107/14/2006 nnI)j1DESIGN METHODOLOGYDesign ConsiderationsThe area analyzed in this study is approximately 18.1 acres. It is proposed to utilize gutters and inletsto collect stormwater runoff from the intersection of Blackwood Road and South 19th Avenue tothe intersection of Graf Street and South 19th Avenue. These improvements will be made to thewest side of the road initially and wiU be future improvements to the east side of the road in thissection. The gutters and inlets will connect to storm pipe which wiU outfaU into the western borrowditch just north of the intersection of Graf Street and South 19th Avenue. Borrow ditches wiUconvey flow to the north in the areas without curb and gutter. On the west side of South 19thAvenue, the borrow ditch from 500 feet south ofBlackwood Road to Blackwood Road will begraded to aUow stormwater runoff to flow onto the street and be captured by the gutter on thenorthwest comer of this intersection. The capacity of the borrow ditches wiU convey the 25-yearstorm event. Detailed calculations of the borrow ditch capacity in critical areas can be found inAppendix B. A stormwater exhibit has been included which delineates the area analyzed as weU asthe inlet sub-basins and borrow ditch basins that represent basins for the conveyance of the ruaoff.All conveyance systems including borrow ditches, gutters, inlets, and storm piping have been si2edto accept the 25-year design stonn as required by the City ofBozeman Design Standards andSpecifications Policy. The Rational method was used in calculating the storm .maoff from theproposed development and all contributing areas.There are existing culverts located in the borrow ditches used for access to adjacent property. Theseculverts wiU be relocated as needed to convey flow under the approaches. These culverts were notanaly2ed as any overflow of these culverts would result in the overtopping of the access andcontinued flow to the north in the borrow ditch. The overtopping of the accesses would not resultin any runoff inundating South 19th Avenue.There is no existing culvert located on the west side of South 19th Avenue at the intersection withStucky Road. Two side-by-side 24-inch reinforced concrete pipes (RCP) will be installed to conveystormwater to the north. The sizing of this culvert (second culvert to satisfy COB requirements) iscontained in Appendix C. The runoff eventually reaches the northern end of the area analyzed at theintersection of South 19th Avenue and Kagy Boulevard. Runoffis conveyed to the north at thispoint via 24-inch RCP culverts under Kagy Boulevard on both sides of South 19th Avenue.Emergency overflow for both sides wiU spUl into existing irrigation ditches which run parallel to theborrow ditches on both sides of South 19th Avenue.Future plans at the intersection of South 19th Avenue and Kagy Boulevard caU for the instaUadon ofinlets on the southwest and southeast corner of this intersection. Flow from the analyzed area wiUeventually be captured into these inlets upon consttuction.P:PM\BOZ-05021_02_STORM_DES_REP_19TH207/14/2006 itnnDr]Sub-basin InformationThe stormwater runoff analysis area for the widening of South 19th Avenue is the right-of-way areafrom Kagy Boulevard to 550 Uneal feet south ofBlackwood Road. This drainage basin has beendivided up into smaller sub-basin areas. The sub-areas are either inlet basins or borrow ditch basins.The inlet basin area was used to determine where inlets were needed. The inlet basin shows the areathat feeds the two inlets located at the intersection of Blackwood Road and Graf Street. These inletand borrow ditch basins can be seen on the stormwater exhibit that is included in this report.jJ1]STORM RUNOFF CALCULATIONSRational Method CalculationsStormwater runoff calculations were performed using the Rational Method as outUned in the City ofBozeman Design Standards and Specifications PoUcy. The "C" factor of 0.60 used for the right-of-way area was taken from a weighted average of "C" factors contained in Hydrologic analysis andDesign, Second Edition (McCuen). Table 1 summarizes the results of the Rational Methodcalculations used to detecmine the peak runoff flow along the analyzed area. Calculations for availablegutter capacity for various street locations are located in Appendix E. The system was designed to accommodate the25-year event, conveying runoff captured by the system inlets to the borrow ditch on the west sideof South 19th Avenue just south of the intersection with Graf Street.Design calculations were performed by direct application of the Manning Equation. The minimumpipe diameter for the storm drain main lines (non-service) shaU be 15-inches. The calculated pipingsystem is summarized in Table 3. Actual design slopes are greater than or equal to the minimumslopes in Table 4. Theanalysis showed the proposed and existing borrow ditches have the capacity to convey the 25-yearstorm. Detailed calculations can be found in Appendix B.P:PM\BOZ-05021_02_STORJM_DES_REP_19TH407/14/2006 DnSUMMARYThe included analyses and calculations show that the proposed stormwater management system forthe \videning of South 19th Avenue between Blackwood Road and Kagy Boulevard wiU adequatelyconvey the 25-year storm event. Available gutter capacity and the location and spacing of inlets willUmit encroachment ofrunoffon pavement surfaces to acceptable levels. The recommended pipesizes would effectively convey storm nmoff from South 19th Avenue between Blackwood Road andGraf Stceet to the designated borrow ditch. The analysis showed that the proposed improvementswill effectively convey storm runoff without inundating South 19th Avenue.
