RECOMMENDATION: Approve Bozeman City Commission Resolution 5084 increasing the Residential Parking Permit fee from $25 (annual) to $30 (annual).
BACKGROUND: The Bozeman City Commission created the Montana State
University Residential Parking Permit District and the Bozeman High School Residential
Parking Permit Districts. Residential Parking Permit Districts are required to enact a
permit fee that provides for revenues sufficient to cover the cost of administration and enforcement (Section 36.04.350). Likewise, the Strategic Parking Management Plan (2016) accepted by the Bozeman City Commission (7-18-2016) recommends that the
Bozeman Parking Commission establish a policy for annually reviewing and adjusting
rates related to public parking within their jurisdiction.
On March 9, 2017, the Bozeman Parking Commission adopted BPC Resolution 2017-01 establishing a policy and schedule for annual parking rate reviews. On June 13, 2019, the
Bozeman Parking Commission reviewed a staff analysis of revenues, as well as
administration and enforcement costs, within the Residential Parking Permit Districts. As
a result, the Bozeman Parking Commission adopted BPC Resolution 2019-04
recommending the City Commission increase the cost of the annual permit fee from $25 to $30.
FISCAL EFFECTS: The Parking Program Manger prepared a ‘system’ depiction of the
revenues and expenses of the Residential Parking Districts. The $5 fee increase is
projected to create an additional $14,288.00 revenue in the Parking Enterprise Fund. It is
worth noting that even if the $5 proposed fee increase approved, the Residential Parking Permit Districts will maintain an annual deficit of $30,080.00. Currently fees collected do not cover the costs of managing the Residential Parking Permit Districts and future fee
increases, or consideration of some other district structure, may be necessary to offset the
costs of managing the Residential Parking Permit Districts. In addition to the
aforementioned deficit, the Bozeman Parking Commission, and staff, also took into consideration the $96,960.00 in citation revenues collected within the Residential Parking

Districts (YTD-FY 19) when determining the proposed $5 increase in Residential
Parking Permits. Ideally, the program is funded by permit fees and not citation revenues.
Staff and the Parking Commission will continue to make analyze the financial health of
the Residential Parking Permit Districts and make recommendations that continue to close the funding gap.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA, INCREASING THE ANNUAL PERMIT FEE FOR THE MONTANA STATE
UNIVERSITY AND BOZEMAN HIGH SCHOOL RESIDENTIAL PARKING PERMIT
DISTRICTS FOR FY 2020
WHEREAS, utilizing Bozeman Municipal Code Section 36.04.330 Procedure for the
establishment of a residential on-street parking permit regulation program the Bozeman City
Commission established the Montana State University and Bozeman High School Residential
Parking Permit Districts, creating Sections 36.04.360 and 36.04.365 of the Bozeman Municipal
Code; and
WHEREAS, Section 36.04.350 Residential Parking Permits requires that the amount of
residential permit fees shall be established by resolution of the City Commission and ‘cover the
costs of administration and enforcement of the residential parking permit regulations in the
residential area’; and
WHEREAS, the Bozeman Parking Commission has reviewed the revenues and
expenses, for current and previous fiscal years, attributable to the cost of administration and
enforcement of the residential parking permit regulations within the Montana State University and
Bozeman High School Residential Parking Permit Districts; and
WHEREAS, the Bozeman Parking Commission adopted BPC Resolution 2019-04, on
June 13, 2019, recommending that the Bozeman City Commission increase the annual permit fee
from $25 to $30;

NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of
Bozeman, Montana, that the annual residential parking permit fee for the Montana State University
and Bozeman High School Residential Parking Permit Districts be set at $30 annually.
PASSED, ADOPTED, AND APPROVED by the City Commission of the City of
Bozeman, Montana, at a regular session thereof held on the 15th day of July, 2019.
