SUBJECT: Authorize the City Manager to Sign a Professional Services Agreement with HDR
Engineering, Inc., for the WRF Solids Handling Expansion Project.

RECOMMENDATION: Authorize the City Manager to Sign a Professional Services Agreement with HDR Engineering, Inc. for the WRF Solids Handling Expansion Project.
BACKGROUND: The existing solids handling facility at the Bozeman Water Reclamation
Facility (WRF) was completed in 2013 as part of the Digester No. 3 and Solids Dewatering
Building Project. This project was publicly bid with the construction contract being awarded to McAlvain Civil Constructors, Inc. of Boise, Idaho. Construction issues surrounding an
imbedded concrete liner came to light at Digester 3 during leak testing of the concrete structure.
A lengthy mediation process ensued and ultimately concluded with the City receiving
$1,500,000 in damages in 2018. This payment was deposited into the Wastewater Fund and
fully allocated to the Commission-approved FY19 WW Fund CIP Project WW49 purposed with expanding the solids handling capacity of the WRF.
The major process elements and buildings currently in place at the WRF were constructed in
three phases: Phase 1) Major biological nutrient removal process additions of Bioreactors 1 and
2, UFAT, and UV disinfection, and secondary clarifier hydraulic capacity upgrades; Phase 2) Construction of the Admin and Lab Building; Phase 3) Digester No. 3 and Solids Dewatering
Building. The original plan was to construct all of these mentioned improvements as a single
consolidated project. Inadequate funding was available to award a single construction contract
for the consolidated project so it had to be partitioned into separately bid and awarded phases.
Due to the funding limitations faced at the time, a significant value engineering effort was undertaken to reduce the overall project cost.
The attached Professional Services Agreement with HDR Engineering, Inc, provides for the
design of the WRF Solids Handling Expansion Project. This expansion project will provide for
the expansion of the existing solids handling building and overall solids handling capacity of the WRF. The building expansion will house a second and redundant screw press to produce
dewatered sludge cake. The building HVAC will be upgraded to a 72 Deg F design space and

covered and heated storage will be constructed for the sludge hauling dump trucks. These
improvements under this Solids Handling Expansion Project will add critical redundancy to the
solids handling process through the addition of a second screw press. The HVAC and heated
haul truck storage space will reduce wear and tear on haul vehicles as well as the solids processing equipment and controls in the building, thus providing for increased lifespan of these
capital items.
HDR Engineering was selected to provide professional services for this project pursuant to
formal procurement action under Sec. 18-8-204 Montana Code Annotated.
FISCAL EFFECTS: The professional services agreement HDR Engineering, Inc. attached was
negotiated in terms of scope of fee. The PSA contains an overall design fee of $207,100.
Construction phase engineering services are not included in this fee as they are intended to be
separately negotiated through a PSA amendment prior to the beginning of construction. Completion of design for a bid advertisement in late winter 2020 is the presently anticipated
schedule. The construction phase is expected to last less than 1 year.
