This is the time for individuals to comment on matters falling within the purview of the Committee. There will also be an opportunity in conjunction with each action item for comments pertaining to that item. Please limit your comments to three minutes. Mark Egge (542 N. Black) announced that he’s running for City Commission and voiced concerns about community members and peers being priced out of the city due to a lack of affordable housing. Mr. Egge compared Bozeman’s growth to Meridian Idaho and called out some differences. Mr. Egge challenged the board to consider what is causing the housing crisis, if not growth. D. Cont’d Consideration and Discussion of Tools for the Community Housing Action Plan  Navigate LLC Suggested Tools & Strategies  Kevin Thane Suggested Tools & Strategies  Dulaney Collins’ Comments Chair Thane briefly recapped the work done in the previous meeting and thanked Commissioners for voting to increase funding for affordable housing. Some members abstained from voting, depending on the tool being discussed. 08:07:07 AM (00:06:33) Chair Thane resumed board voting starting with “Regulations” found on p. 3 of Navigate LLC Suggested Tools & Strategies.  08:07:46 AM (00:07:12) Inclusionary Zoning: 3 for; 1 against  08:08:30 AM (00:07:56) Residential Linkage: 2 for; 2 against  08:09:09 AM (00:08:35) Commercial Linkage: 1 for; 1 against  08:09:52 AM (00:09:18) Annexation Policies: 3 for; 0 against Partnerships found on p. 3 of Navigate LLC Suggested Tools & Strategies:  08:09:52 AM (00:09:18) Public /Private Institutional Lands: 3 for; 0 against  08:10:27 AM (00:09:53) Employer Assisted Housing: 3 for; 0 against  08:10:37 AM (00:10:03) Property Management: 1 for; 0 opposed 08:11:58 AM (00:11:24) Chair Thane provided some background on what the working group did in order to prioritize tools for the Community Housing Action Plan and asked for comments from board members who were present at the previous working group meeting. 08:14:24 AM (00:13:50) Board Member David Magistrelli provided comments and voiced concerns about not having an opportunity to provide more detail when voting on the tools and strategies presented by the Community Housing Action Plan consultants. Mr. Magistrelli also voiced concern in lacking the opportunity to represent the population he serves with Habitat for Humanity. 08:17:25 AM (00:16:51) Chair Thane stated that he would like to bring CAHAB’s ideas for tools back to the consultants and shared that he felt that if a tool was not included in the action plan, that it would not be utilized within the next 5 years. Following, board members held a general discussion and shared feedback about what they’d like to see in the Housing Action Plan. 08:19:28 AM (00:18:54) Board member, Dulaney Collins asked for consultants to address affordable housing for all types of dwellings in a sustainable manner. 08:20:49 AM (00:20:15) Board member, Steve Wheeler provided comments and stated that he felt there should be more incentives and fewer penalties (rules, regulations) in order to promote affordable housing. Mr. Wheeler voiced concerns about aesthetics being prioritized over economics and shared a photo of his son’s new, manufactured home which cost $50,000.00. He asked for city, county, state entities to incentivize a group to install these manufactured units for affordable housing. He also voiced support for some code changes that have been proposed which would speed the process. 08:29:36 AM (00:29:02) Ex Officio member, Brian Guyer shared that he has gone through the action plan process before and asked board members for patience during the next two working group meetings because there will be opportunity to dig deeper into the issues before them. 08:30:22 AM (00:29:48) Chair Thane proposed that CAHAB set some goals in specifying the areas where they can increase affordable housing, making the biggest difference in the shortest amount of time. He asked the group to determine a goal and to assess the tools relative to that goal. 08:34:30 AM (00:33:56) Board member Noel Seeburg stated that he felt the main issue is a land shortage and that there are some zoning issues that may be too restricting. 08:36:38 AM (00:36:04) Board members discussed the definition and opportunities of a TED – Tax Economic District. 08:40:24 AM (00:39:49) Board members began discussing the tools and strategies proposed by Chair, Kevin Thane. 08:43:08 AM (00:42:34) CAHAB members discussed “Land Strategies” found on p. 1 of Kevin Thane’s Suggested Tools and Strategies, including land trusts which create permanent or long term affordable housing. Board members Brian Guyer and David Magistrelli provide insight to explain the definition and purpose of a land trust. 08:44:47 AM (00:44:13) Chair Thane proposed that the City of Bozeman create land trusts and put framework into place to provide land for this use. Mr. Guyer commented that it would require staff in order to manage these and that HRDC does this currently on behalf of the city. 08:46:44 AM (00:46:10) Mr. Seeburg asked what obstacles exist in creating more land trusts and Mr. Guyer responded that obtaining land is the biggest challenge. Mr. Guyer shared that he thought the biggest way the city could help is to provide affordable housing funds in order to obtain more land for a land trust or a similar mechanism. 08:48:18 AM (00:47:43) Mr. Magistrelli pointed out that there are already organizations who provide management services for these land trusts and that the City would not have to dedicate specific staff, but that they can utilize these existing services. Board members also discussed tax incentives for land donation for affordable housing use. 08:48:07 AM (00:47:33) Mr. Magistrelli asked that the city looked again at providing the opportunity to developers to provide cash-in-lieu for affordable housing, stating that HRDC or Habitat for Humanity could build on lots provided without a loss in value. 08:51:45 AM (00:51:11) Board members discussed “Strategies for existing Dwelling Units” found on p. 1 of Kevin Thane’s Suggested Tools and Strategies, specifically allowing an ‘in-house’ ADU or additional dwelling unit in order to rent in order to increase the supply of dwelling units. 08:54:37 AM (00:54:03) Board members reviewed items 1-13 under “Funding Strategies” found on p.1 of Kevin Thane’s Suggested Tools and Strategies. 09:11:38 AM (01:11:04) Commissioner Terry Cunningham cautioned that some of the ideas proposed may not be feasible due to other conflicting regulations and that they would need to be narrowed down. He referenced other municipalities who had proposed similar ideas to find that many options were limited. 09:15:48 AM (01:15:14) Mr. Wheeler shared an experience concerning group living that was unsuccessful due to the cost of building group living units and not being able to qualify enough individuals to fill the units. Board member Jodi Bartz stated that this type of living situation would be well suited to individuals with disabilities. 09:19:33 AM (01:18:59) Board members reviewed items 1-10 under “Other Strategies” found on p. 2 of Kevin Thane’s Suggested Tools and Strategies. 09:29:31 AM (01:28:56) Chair Thane briefly addressed “Affordable Housing Fund Uses” found on p. 3 of Kevin Thane’s Suggested Tools and Strategies. 09:30:26 AM (01:29:52) Board member Dulaney Collins reviewed her provided comments, stressing that she’d like to include all types of dwelling units, promote creativity in development standards, and prioritize local community members as it pertains to short term rentals. Ms. Collins also voiced concerns about home appraisers driving the market. Mr. Wheeler provided some insight on how appraisals are conducted, sharing that he thought it was a fair process. Following, Mr. Seeburg provided comments on what is driving the housing market prices and pointed out that it does not fall to one individual, but to the supply and demand. A general discussion followed. 09:39:26 AM (01:38:52) Chair Thane announced that in the next regular meeting, board members will prioritize the tools discussed from both consultants and his proposed tools and asked members to bring their top 5 items for discussion.
