PROJECT: Aspen Street Design Services
Issued under the authority of Urban Renewal District Term Contract Professional
Services Agreement with Sanderson Stewart for Architectural and Engineering
Services.
This Task Order is dated July 1, 2019 between the City of Bozeman Economic
Development Department and Sanderson Stewart (Contractor).
The following representatives have been designated for the work performed under this
Task Order:
City: David Fine, Urban Renewal Program Manager
Contractor: Danielle Scharf, Sanderson Stewart
SCOPE OF WORK: The scope for this task order is detailed in the attached City of
Bozeman Urban Renewal District Scope of Work —Task Order Number MID20-001.
COMPENSATION: Sanderson Stewart will bill for its services on a lump sum basis with
a project total of$59,830.00. Sanderson Stewart shall submit invoices to the City of
Bozeman for work accomplished during each calendar month. The amount of each
monthly invoice shall be determined on the "percentage of completion method" whereby
Sanderson Stewart will estimate the percentage of the total work (provided on a lump
sum basis) accomplished during the invoicing period. The provisions of the Professional
Services Agreement shall govern the Work.

Sanderson Stewart is pleased to provide this scope of work for design services for street and utility
improvements on Aspen Street from 5th Avenue to 7th Avenue.This work is to be done as a part of the
Urban Renewal District term contract for architectural and engineering services.
We understand the project generally includes construction of a new festival street on Aspen Street from 5th
Avenue to 7th Avenue. The project will include major intersection improvements at 5th Avenue,minor
intersection improvements at 7th Avenue and all of the festival street design features included in the concept
design approved by the Midtown Board on February 12,2019. It xvill also include upgrading the existing 4-
inch water main to a new 8-inch water main along the same length. A detailed list of assumptions and scope
of services for the project are outlined below.
Scope of Work:
Phase 1—Project Initiation
This phase of the project will include project initiation and planning tasks,including scoping,contract
preparation,and meetings with the City of Bozeman. All project management tasks and client meetings
beyond project initiation will be allocated to the remaining project phases.
Phase 2—Preliminary Design
Design tasks for this phase of the project will include layout of the street and utility improvements in plan
view,including the new festival street,intersection improvements,water and storm drain, sidewalks,
streetscape and ADA accommodations. Plans will include plan/profile sheets (streets and utilities),cross-
sections,typical sections,lighting,landscape,details,and signing and striping plans (as needed). Public and
private utilities will be shown for coordination and identification of conflicts.
This phase of the project will include the following tasks:
• Project management,client and stakeholder meetings (assume up to 4 meetings)
• Major intersection improvements at Aspen Street and 5th Avenue,consisting of a raised concrete
intersection tying into the previously designed back-in angle parking on 5th Avenue. Crosswalks and
ADA accessible curb ramps will be included in the design of intersection improvements.
• Minor intersection improvements at Aspen Street and 7th Avenue,consisting primarily of the curb
radii on the east side 7th Avenue. Crosswalks and ADA accessible curb ramps will be included in the
design of intersection improvements.
• Other design elements include:
o Midblock crosswalk
o Pervious pavers in parking and boulevard areas
o Lighting design including luminaires and string lights,including one new electrical service for
all lighting improvements
o Streetscape and irrigation design,including one new irrigation service for all landscape
improvements
o Street furnishings,bike racks and gateway features
• Storm drain analysis and report
• Coordination with public and private utilities as needed for completion of the design
• Internal QC review
• It has been assumed that the improvements will be constructed within the existing 60-foot right-of-
,vay. If additional right-of-way is needed or alternative street sections will be considered, this scope
of work will need to be modified.
Sanderson Stewart will prepare special provisions and a specifications manual including the templates for bid
documents. The engineer's opinion of probable cost will also be provided with this review submittal. All of
the above information will be compiled into a set of plans, specifications and opinion of probable cost
(PS&E) for review by the City of Bozeman.
Phase 3—Final Design
Sanderson Stewart will address all review comments received from the City of Bozeman and prepare final
plans, specifications and engineer's opinion of probable cost. The final deliverable will include electronic
copies of all submittal documents,as well as up to six hard copies.
This phase of the project will include the following tasks:
• Project management, client and stakeholder meetings (assume up to 2 meetings)
• Address City of Bozeman review comments on all PS&E submittals
• Compile final PS&E submittal
• Internal QC review
Exclusions
The following items are not expected to be needed for this project and are therefore specifically excluded
from this scope of work:
• Topographic Survey (completed under separate task order)
• Geotechnical Analysis (completed under separate task order)
• Concept Design (completed under separate task order)
• Traffic analysis or design of other traffic control improvements
• Storm-,eater Pollution Prevention Plan (SNXTPP) permit
• Right-of-way coordination
• Business Improvement District formation
• Wetland permitting and mitigation
• Erosion control plans
• Construction administration,bidding and inspection services
• Construction staking
If needed, these items Nvill be added as a separate task order or contract amendment.
