Call Meeting to Order B. Changes to the Agenda C. Public Comment *Please state your name and address in an audible tone of voice for the record. This is the time for individuals to comment on matters falling within the purview of the Committee. There will also be an opportunity in conjunction with each action item for comments pertaining to that item. Please limit your comments to three minutes. D. Approval of minutes from October 24th, 2018 E. Disclosure of Comments or Information Received Board members should disclose information or discussions they have had regarding a board related topic. F. Commission Update, Deputy Mayor Chris Mehl Chris mentions nominations for historic preservation awards. Look online for more information G. Action/Discussion Items 1. Board Ethics Training (Andreasen – 1 hour) Jennifer Rockne, chairperson for INK as a guest. Start training at 5pm, see handouts. Tanya reads out loud “duties and responsibilities” for BBAB board. Some ideas based on those duties outlined.. - curtail bad behavior? Work with city to tackle beautification issues? Work with other groups to beautify? Making a list of city beautification concerns? Continue discussion in February Ethics training starts, focused on conversation… Tanya review the “Overview,” “Basis,” “Who” and “Charter” as stated in the ethics packet. Can contact Tanya, city attorney or ethics board at any time with questions or concerns. Scenario #1 Discussion progresses, majority feel she didn’t go through the process. Stands to financially gain, should have disclosed conversation and recuse herself from vote. Scenario #2 Group agrees the individual was wrong and the letter should not have indicated “on behalf” of board. Discussion ensues regarding disclosing board position in letter or just writing as a citizen. Scenario #3 Skip Neil, go to Jenny. Board discusses this in length. Most members feel she is using her own criteria and not the criteria of the city code. Group did not discuss the possibility of financial interest. 2. Preliminary planning for CleanUp programming in April (30 min) Vote to decide 2019 date. Motion for April 27 to change from April 20. 3 to 2 votes in favor, Tanya will put out to vote through email. Tanya will check with solid waste and sustainability on their date suggestion would be. BBAB to start planning, Tanya started looking at budget and planning items. Plan in February for event, Tanya to bring last year’s task list. H.
