HomeMy WebLinkAbout05-28-19 Galavan / Streamline Advisory Board MinutesStreamline Advisory Board Minutes May 28, 2019 HRDC Board Room Attendees: Cara Priem, Sunshine Ross, David Kack, Joseph Menicucci, Rita Ripley Weamer, Daniel Peterson, Terry Aldrich, Suzanne Winchester, Linda Sherwood, Vanessa Palmer, Kristin Blackler, Tracy Menuez, Seth Ward, Dan Martin, Prior Meeting minutes – 3/26/19 minutes were approved Public Comment – Daniel Peterson inquired about a formal way to contact specific drivers to provide driving suggestions. Dan Martin instructed Daniel to contact him with specific comments that could be applicable to all the drivers. Next Meeting – July 23, 2019 Discussion Items - a) Sunshine Ross requested that the board approve a motion to have Galavan drivers load wheelchairs onto the vehicle backwards. Motion approved and seconded. b) Sunshine Ross requested the board approve a motion to requisition money ($40k from MDT + $20k from the city and $20k from the county) to hire a planner to look at the current routes and make suggestions for the future. The last plan was done 15 years ago. She requested volunteers to be on the selection committee. Kristin Blackler volunteered to be on the committee. Motion was approved and seconded. c)Sunshine Ross requested that Yellow and Orange lines stay on ½ hour frequency throughout the day. The 2 lines help ease parking at Bozeman Health and service the campus buildings on West College. Kristin Blackler reported the campus circulator will have a hard time in the next few months due to construction on campus around 5 buildings and the Yellow and Orange lines will avoid this. Linda Sherwood added that people with disabilities like to use the Yellow and Orange routes during the summer as well as during the school year. Per David Kack the Yellow and Orange lines service more people than the campus shuttle. Dan Martin uses the circulator route for training non CDL drivers. Per Dan Martin, Sacajawea Middle School needs to be considered for future Orange routes. Motion to keep 30 minute frequency was made and approved with 1 dissenting vote. Details to be fleshed out in the operations meetings. d) Sunshine Ross sent out a list of the shelters in works. MU students are working on designs with photovoltaics for lighting and heating at College and 23rd. Chandler Advertising still has contract for other shelters. Dan Martin requested that Karst be included in future planning for Shelters. Director's report – a) Sunshine Ross reported there is no report on the down buses. 8 buses are needed at peak times. The Glacier Van had to be used recently due to one of the buses being down. 2 diesel buses can be purchased for the price of 1 electric bus. Missoula just was funded for an electric bus. Bridger Bowl is interested in using an electric bus. Treasurer's report - David Kack reported a) No big changes in the fiscal year between 2020 & 2021 until the new census. The plan is for break even for Galavan and a reserve for Streamline. Amazingly Streamline is still using the original 6 buses. b) A lot has been spent on maintenance and is exceeding the budget. Fiscal year is almost over. c) proposed deficit for Galavan at year end and will eat into the Galavan reserves. Streamline is forecasting a full year surplus. Secretary's report – nothing to report ASMSU report – none Subcommittee Reports – a) from Sunshine Ross – Late night has been challenging and 2 buses will run in the summer. b) Issues with high traffic on Willson and Grant and construction will need to be addressed in the future. c) Joseph Menicucci requested that Belgrade bus schedules need to examined to facilitate transfers for connections especially in bad weather. d) Seth Ward reported this will be his last meeting he is term limited. For the Good of the Bus – a)Cara Priem reported that the multimodal work shop was very good and that Spring Hill road residents are using Streamline from Target in the evenings as a park and ride. b) David Kack will contact Gallatin Valley Mall about using the mall parking lot as a park & ride for Yellow & Orange. c) Dan Martin reported that the Streamline newsletter recently featured from Karst drivers.
