Appointments to the CAHAB Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Brenda Sweeney, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment(s) to the Community Affordable Housing Advisory Board (CAHAB) MEETING DATE: June 24, 2019 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint up to two members, and confirm one non- voting ex-officio member, to the Community Affordable Housing Advisory Board to the following positions and terms: One Organization Supporting Availability of Low and Moderate Income Housing with a term ending June 30, 2022, and One Community Member At-Large with a term ending June 30, 2022, and/or One Representative of HRDC (non-voting ex-officio) with a term ending June 30, 2022 BACKGROUND: The CAHAB currently has two available positions due to term expirations. One HRDC representative has been appointed by the CAHAB and requires confirmation by the City Commission. Two term renewal applications and two new applications have been received. The CAHAB was created under Commission Resolution No. 3056, superseded by Commission Resolution No. 3540 adopted on September 16, 2002, and again superseded by Commission Resolution No. 4948 adopted on August 13, 2018. On February 25, 2019, the City Commission adopted Resolution 5023 whereby a representative of HRDC nominated by the HRDC’s Board of Directors or by HRDC’s Chief Executive Officer, shall be confirmed by the Bozeman City Commission. The HRDC representative shall serve a term of three (3) years as a non-voting ex- officio member of the CAHAB. The purpose of the CAHAB is to provide recommendations to the Commission on requests for expenditures from the CDBG Revolving Loan Fund (for housing) and from the Community 150 Housing Fund (which is funded through the City's General Fund); to advise the Commission on affordable housing needs, issues, policies, and regulations; to work with the City and other groups to formulate programs and projects for meeting Bozeman's affordable housing needs; and to advise the Commission on affordable housing plans for annexations and any related development proposals. The Board is comprised of seven members, and one non-voting ex-officio member, serving staggered three-year terms, with terms to end on June 30 of each year. Members must be of legal age, and a majority of the members shall be residents of the city. Non-resident members must have a tangible connection with the City by virtue of working in the city or owning property in the city. Members must represent the following: (1) real estate financing / sales (2) construction industry (3) organization supporting the availability of low- and moderate-income housing (4) organization providing services to low- and moderate-income persons (5) member of the public certifying that he or she is a low or moderate-income person as defined by the City's affordable housing policy (6) citizen with demonstrated interest in special needs housing (7) community member at-large (8) HRDC representative This Board currently has two vacancies and one non-voting ex-officio position requiring confirmation. The City Clerk’s Office has received four applications, with their relevant qualifications indicated below. 1. I graduated cum laude in geology in 2015 and moved backed to Bozeman. I was a stream team volunteer for several years for the GGWC. I am a board member for Bozeman Rotaract, dedicated to service over self. One of my favorite jobs was as an organizer for Forward Montana, an organization committed to empowering and educating our youth. I am a project manager for a local bank, Bank of Bozeman. My husband has his masters in geology and works for Four Corners Water and Sewer District. We rent in town and pay much more than several of our friends’ mortgages. Working for a young bank, I am excited about newcomers. Growing up in this community, I am hopeful we can help our new community members understand our point of view and the value of every citizen and their unique backgrounds. (○) No Please explain your relevant qualifications, interests and experiences: As a middle income renter living and working in Bozeman, I have felt the housing pinch firsthand. When I decided to move here nearly 4 years ago, it seemed like a growing community with good jobs and attainable housing (compared to other US cities). Since then, housing costs have spun wildly out of control and average income has not kept pace. We have seen friends, highly educated and qualified workers, leave town in search of more affordable living elsewhere. I've attended workshops open to the public and other discussions related to affordable housing in the area. It was at one of these meetings that I met Dulaney Collins, who encouraged me to apply for this board position. It's very important to me that those with the power to create change are aware of this problem in our community. Too many assume that the housing crunch is only an issue for lazy young people who should just work harder to afford an apartment. We need to show this city that hardworking families like my own are asking themselves how long they can afford to stay here. I truly believe that Bozeman can maintain its status as the most livable city if it is able to continue housing its workforce. The things that residents love about Bozeman - great schools, fun restaurants, hardworking nonprofits, and recreation opportunities - all depend on workers being able to afford to live here. Stable housing also supports better community engagement and higher investment in local businesses. More than anything, my dream is to be able to raise a family here and continue giving back, and I know others want the same.
