HomeMy WebLinkAboutPark Proposal Park and Recreation Facilities Proposed for this subdivision is CIL of parkland in addition to a portion of the required parkland made up from excess parkland dedicated from a previous phase of Allison Subdivision. Therefore, the only item addressed from Section 38.220.060 of the Bozeman Municipal Code is sub-item e. Cash-in-lieu under item 16. Parks and Recreation Facilities in addition to CIL Factors outlined in the City Commission Resolution No. 4784 (factors are in bold). Included in this section are the final plats from the previous Allison Subdivision phases, which can be followed along with the calculations and parkland tracking table. e. cash-in-lieu. If the development includes a proposal for cash-in-lieu of park a specific justification responding to the cash-in-lieu review factors established by resolution of the city commission. If improvements-in-lieu are proposed specific costs of proposed improvements and costs to install must be provided. Response: No new park is proposed for this subdivision. Please see below for responses to the CIL factors. For Phase IV, 2.46 acres is required (7.07 acres—3.86 acres—0.75 acres). Based on the most recent phase, Phase 3B, 1.801 acres were remaining for future development. Therefore, 0.66 acres (2.46 acres (required)— 1.801 acres (from Ph 3B final plat)) is required to be dedicated with this phase. The current cash-in-lieu is $1.50/sf of required parkland. This dollar amount multiplied by the 0.66 acres totals $43,124.40 to be paid as cash-in-lieu of parkland. Please see Table 2 below which is taken from COB Form PLS. The following are responses to the CIL Factors outlined in the City Commission Resolution No. 4784 (factors are in bold): • The City's preference for acquisition of real property for parks. Response: It is our understanding that although the City prefers to acquire real property for parks, an acceptable alternative is CIL. This narrative describes the required parkland,the proposed amount of CIL, and addresses the factors considered by the commission. • The desirability and suitability of land within or proposed by the development for parks and playgrounds based on size, topography, shape,water supply, location or other circumstances. Response: Per previous discussions,the developers propose a larger more centralized park that will serve this phase and future phases of Allison Subdivision. Additionally,there is an extensive trail system just to the east of the development as well as a portion of parkland dedicated to this phase that is"leftover"from a previous phase of Allison Subdivision. See the narrative under Table 1 above. • Proximity of the development to existing parks and recreational facilities. Response: The following are nearby existing parks and recreational facilities with distances from the center of Allison Sub Phase IV to the closest corner of the existing park or recreational facility and the acreage of the facility: • Jarrett Neighborhood Park(1,500 acres)— 1,500 feet to park. • Main Street to the Mountains Trails—trail going through town south-north to the mountains—650 feet to trails • Alder Creek Sub Ph 3 Parkland (6.654 acres) - 2,500 feet to park • Grafs Park(14.255 acres)—4,420 feet to park • MSU Recreational Fields (16.57 acres)—2,730 feet to park • Type,function of and facilities included within nearby park(s) (i.e., pocket park, special use park, neighborhood park, community park, etc.) Response: The nearby parks mentioned above are neighborhood and community parks with trails and amenities including but not limited to benches,picnic tables,pavilions,and grills. • The level of service(as defined in the adopted city-wide park master plan) provided by nearby park(s). Response: The adopted Bozeman Parks, Recreation, Open Space, and Trails(PROST)Plan states that "Level of Service(LOS)standards are measures of the amount(and/or quality)of the public facility being provided to meet that community's basic needs and expectation. The parks listed as nearby parks in this narrative(see above),according to the adopted PROST plan contain the following recreational facilities: sidewalks,trails, parking lots(Jarrett),picnic shelters(Jarrett), and playgrounds (Jarrett). The parks listed above minus Jarrett Park and MSU appear to have been developed after the adoption of the current PROST plan. Per Page 7-3 of the PROST plan,the Southeast quadrant is generally well-served by developed Neighborhood Parks. Per Table 7-1 of the adopted PROST plan,Bozeman has a 3:1,000 (3 acres per 1,000 people)LOS of developed neighborhood parks and a 7:1,000 LOS of community parks,both of which are higher than the National Recreation and Park Association (NRPA)national recommendation of 1-2 acres of neighborhood park per 1,000 people and 5-8 acres of community parks per 1,000 people. • Correspondence with the City's adopted city-wide park master plan. Response: This CIL of parkland proposal corresponds with the City's adopted city-wide park master plan. Allison Subdivision Phase IV is adjacent the Main to Mountains trail system that extends throughout town. Allison Subdivision Phase IV has 1.921 acres dedicated to it from"leftover" parkland from a previous phase of Allison Subdivision,and the remaining 1.25 acres is proposed as CIL of parkland,which is allowable by the municipal code. Allison Subdivision Phase IV is nearby many existing parks that serve the community. • Whether the proposal provides an opportunity for partnerships, or whether grant funds are currently available. Response:No partnerships are proposed at this time, and no grant funds are known to be currently available. • Whether the developer or future property owners are required to participate in the costs of maintenance of nearby park or recreational facilities. Response: It is not believed that the developer or future property owners are required to participate in the costs of maintenance of nearby park or recreational facilities. • Long term availability of city funds for maintenance of the proposed facilities. Response:No new facilities are currently proposed. The existing dedicated parkland is maintained by the Allison Subdivision HOA. • Requirements established pursuant to 38.27.020 and 38.27.030,BMC regarding residential density.
