Most of these middle-aged and older workers are regularly employed, producing the goods and services our Nation needs. They have solid job skills and a wealth of experience. Typically. they are steady. reliable workers who take pride in their work and are valued employees. Thus workers over 40, as a group, have no serious job problems--so long as they remain employed; and WHEREAS. the problem is that. despite high job qualifications, many who lose their jobs have great trouble finding new ones; and the search becomes more difficult as they grow older. The costs of the longer spells of unemployment these workers experience are personal hardships, disproportionate public expenditures for unemployment insurance and other income maintenance programs, and lower productivity as our economy is deprived of highly experienced wor~ers; and WHEREAS, the Federal Government and the State of Montana are working to overcome wide- spread reluctance to hire older jobseekers by making employers aware of a well-documented finding: by every common measure of job performance, older workers are at least as effective as younger people. The objective is to have each worker judged on the basis of individual ability to do a specific job. As part of this effort. the President has designated the week of March 14 to 20 as National Employ the Older Worker Week; and WHEREAS, as Mayor of the City of Bozeman, I actively endorse this opportunity to focus public attention on the problems of older workers. NOW, THEREFORE. I, Alfred M. Stiff. Mayor of the City of Bozeman, do hereby declare the week of March 14 to 20. 1982 as EMPLOY THE OLDER WORKER WEEK and I urge all employers in Bozeman to consider carefully the skills and other qualifications of men and women age 40 and over when they hire new workers. I also ask public officials responsible for job placement and related services to intensify their efforts throughout the year to help older workers find suitable jobs and training. IN WITNESS WHEREOF, I have hereunto set my hand and caused the great seal of the City Seal of Bozeman. in the State of Montana. to be affixed at Bozeman. Montana, this 15th day of March in the year of our Lord One Thousand Nineteen Hundred and Eighty-Two. ~~~~ ALF M. STI . Mayo
