MINUTES
Thursday, May 9th, 2019 – 4:30 PM to 6:00 PM

A. Call to Order:
Jennifer Rockne called the meeting to order
B. Changes to the Agenda:
There were no proposed changes
C. Public Comment:
There was no public comment.
D. Approve Minutes of April 11, 2019:
There were no comments. Ginny Cowan moved to adopt the minutes as submitted. David
Steinmuller seconded the motion. The motion carried unanimously.
E. Neighborhoods PD Update – Marek Zeigler, Community Resource Officer:
Officer Ziegler was not yet in attendance; item moved to later on the agenda.
F. Neighborhood Associations – 30 Second Round Robin Updates!
Laurie McKinney (MarLin) – The neighborhood had good participation in Neighborhood Cleanup Day.
David Steinmuller (The Knolls) – Held Will hold their annual neighborhood meeting on May 22. They
also had a successful cleanup day event.
Joe Genovese (NHVN) – Held their annual meeting on May 7. Joe was re-elected as INC rep.
Dave Crawford (BPNA) – Dave and Linda Semones recently attended a meeting about setting up pop-
up traffic calming project on Church along Bogert Park. Tanya Andreasen and Dani Hess of Western
Transportation Institute have been helping. The Bogert Park pavilion has caved in, which will affect the
Tuesday night Farmer’s Market. They are also tracking parking issues within the City.
Amy Hoitsma (NENA): NENA is organizing a “Photo Voices” project, collecting images from neighbors
showing what they value and want to preserve in the neighborhood. The end result will be presented
to the City to inform the creation of neighborhood character design standards and guidelines within
the Neighborhood Conservation Overlay District (NCOD).
Jennifer Rockne (SCAN): Not much currently going on. They are following the parking issue as well;
two members attended the Parking Permit District meeting.
Pat Flaherty (UNA): Had their spring meeting in April. There was discussion of visitor parking: the City
is considering getting rid of tags, and there is neighborhood concern about that.
Ginny Cowan/Cynthia Evens (BCNA): Cynthia was recently elected as the new BCNA secretary; Ginny
will be stepping down. Both signed up to “adopt a storm drain” to help keep debris out of storm water
drains. The Coop has planted several of its “40 Trees for 40 years” in their neighborhood (near the
pollinator park).
G. Commission Liaison Update:
Commissioner Terry Cunningham was not in attendance; item moved item to later in the agenda.
H. Neighborhoods Program Update – Tanya Andreasen
INC Roles and Responsibilities
Tanya read aloud Sec. 2.05.121 of the City Code—the Neighborhood Recognition Ordinance (NRO) so the
group can understand the framework within which INC and the neighborhood associations exist. Are we
following the ordinance? If not, do we need to request changes to it?
Linda Semones (BPNA): At a recent Commission meeting some referred to neighborhood associations as
strictly social. Tanya: That is somewhat true of neighborhood associations in terms of function, although
they also are a tool for citizen activism. INC, however, is officially recognized by the City.
Pat Flaherty (UNA): Our bylaws prevent individuals from saying they represent the views of the
neighborhood as a whole. This seems to be in conflict with statute—how can INC represent the
neighborhoods if the associations can’t?
Tanya handed out two handouts: 1) INC Roles and Responsibilities and 2) an Agreement for INC reps to
sign. She asked all to read and consider, to be discussed at June meeting.
Jennifer: Don’t advisory bodies have to meet ethics requirements? Tanya: No, not unless appointed by the
City. We do ethics training for INC but a member won’t be removed for not attending the training (unlike
other advisory boards).
Event reporting form reminder
Tanya displayed the City website and showed where, in the Neighborhoods section, there is a place for
recording neighborhood Programs and Events. She reminded all to fill out the event reporting form after
any meeting or event and post minutes, head counts, etc. This might eliminate need for doing an extensive
neighborhood annual report. Tanya said having data will make the program more effective by showing
what we’ve accomplished, how many people are involved, etc.
Facilities rental reminders
For all who rent facilities through the neighborhoods program (Story Mill Center, Beall Park, Story
Mansion, Lindley): The facilities need to be left as clean as when you got there. The City doesn’t have a
cleaning service.
I. INC regular business
Items to think about for planning future meetings
1. Tanya would like to make folders for each rep in the future that has the bylaws, city code, and the INC
rep roles and responsibilities once they are all finalized and corrected.
2. Bylaws review of all of the neighborhood associations. This could take 6 months.
Tanya proposed for the June meeting: Look over the City code and the “INC Roles & Responsibilities” and be
ready to discuss. We can mark up the code where we think there might be need for future changes. We will
start collecting those suggested changes and propose all at once at some point in the future.
Upcoming INC elections
The fiscal year ends June 30. Jennifer is Chair, Bob Wall Secretary, KCathy Powell VP. Jennifer proposed
sending nominations to Tanya before the next meeting. Nominations can also be proposed at the next
meeting.
Summer social
Historically members have gone out after the last meeting of the year (which will be the June 13 meeting). Ale
Works has been the choice in the past; everyone pays their own way, and there is outdoor seating. All agreed
that this would be a good location and will plan to gather there after the next meeting, ideally in the outdoor
venue. Jennifer said in the past we’ve welcomed guests (spouses, etc.).
Community Plan Update
Since Terry Cunningham was not present, Tanya gave an update (reading a written update by Tom Rogers):
The Bozeman Planning Board (Board) continues their diligent work creating goals and objectives for our
future! The Board refined the seven themes that emerged through the public outreach effort. We are
meeting the first and third Tuesdays of every month and are adding special meetings to wade through
the enormous amount of work to create a revised Community Plan. Your input and participation is
critical to our City’s success.
The seven themes are realized by the goals and objectives. Currently, the Board is working on version 5
of the goals and objectives, version 4 is attached to tease you into action and attend a meeting or send
a letter of comment, and is holding a special meeting on Tuesday, May 14, 2019 at 6:00 – 8:00 pm at
City Hall to continue their effort. The next meeting after May 14th is scheduled for Tuesday, May 21 (the
third Tuesday of the month).
The project web site is being repopulated with the latest content now and will be available shortly.
Once the Board is comfortable with the draft goals and objectives, a system to measure the plans
success will be developed. These metrics will be based on available data and be monitored at specific
intervals. What’s the use of a plan if you cannot measure if you’re achieving your goals?
She noted that they are looking for public comment. The detailed version of what the board is looking over

Downtown Improvement Plan
Jennifer: The City Commission approved the plan April 15 (https://downtownbozeman.org/plan)
