Purchase Agreement with Blackfoot Communications for Oak St Fiber Conduit Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: David Fine, Urban Renewal Program Manager SUBJECT: Authorize the City Manager to sign Purchase Agreement with Blackfoot Communications, Inc. for Oak St. Conduit MEETING DATE: June 10, 2019 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the City Manager to sign the Purchase Agreement with Blackfoot Communications, Inc. BACKGROUND: Blackfoot Communications, Inc. approached the City about purchasing surplus 7-duct conduit installed in the Oak St. right of way between 5th St. and Montana Ave., adjacent to the proposed Public Safety Facility. The conduit follows a route for conduit proposed in the Bozeman Fiber Master Plan and Feasibility Study (2015) adopted by the Bozeman City Commission pursuant to Resolution 4576. The conduit is already occupying the proposed path in the public right of way and reinstalling similar conduit on a similar path would be duplicative and consumptive of right-of-way. The installed conduit also would provide a redundant physical path for connectivity at the new Public Safety Facility. The selected route enabled much of the conduit to be installed using vibratory plow and open trenching, which provided a significant cost savings over boring. Blackfoot is selling the conduit to the City at a price which reflects those reduced cost, and which is significantly below any costs for installation which have been seen on City initiated projects. UNRESOLVED ISSUES: None FISCAL EFFECTS: The cost of the conduit purchase is $23,615.68. This project will be paid for with funding for the expansion of the City Conduit system included in the FY19 Economic Development Department budget.
