SUBJECT: Appointment(s) to the Bozeman Parking Commission MEETING DATE: June 10, 2019

RECOMMENDED MOTION: I move to appoint up to three members to the Bozeman Parking Commission with one term ending June 30, 2022 and two terms ending June 30, 2023.
BACKGROUND: The Bozeman Parking Commission has one vacant position with a term ending
June 30, 2022, and two positions with terms expiring on June 30, 2019. One expired term will not seek a term renewal. Three new applications and one term renewal application have been received.
The Bozeman Parking Commission is responsible for managing and regulating public parking
in the City's Parking Districts to best serve the needs of its customers: businesses, residents,
employees, and visitors. The public parking garage in the city center is also under their authority. The Parking Commission was created under Section 7-14-46, M.C.A., and Commission
Resolution No. 1676, adopted by the City Commission on May 8, 1974, as amended by
Commission Resolution No. 1839, adopted by the City Commission on November 24, 1976, and
Commission Resolution No. 3803, adopted by the City Commission on June 6, 2005. The Parking Commission is a seven-member administrative board and also advises the
Commission regarding parking and fines in the "B-3" zoned area of the city. Under statutory
provisions, members of the board are appointed by the Mayor, with the approval of the
Commission, to staggered four-year terms. In the past, every effort has been made to appoint business people who have been assessed for SID No. 565, which provided the funding for the four off-street parking lots over which the Parking Commission has control.
The Parking Commission currently has three vacancies. The City Clerk’s Office has received

Bozeman and have lived here since returning from graduate school. My husband and I recently
redeveloped a commercial property in downtown Bozeman where we operate a film production company
and lease offices to several tenants. I have two young children and am committed to future of our growing
community. `

Amy is a graduate of MSU and has lived in Bozeman for over 11 years. She is currently the General Manager
of the Baxter and also an owner in the company which runs the Bacchus Pub. As General Manager of the
Baxter for the past 8 years, Amy closely oversees the diverse activities within the Baxter including Ted's
Montana Grill, Bacchus Pub, La Chatelaine, the Baxter wedding and events businesses, the offices and 12
residential condominiums. Collectively, the Baxter is a central multi-use destination property in downtown
Bozeman which serves as an anchor for downtown businesses. All of these businesses at the Baxter are
heavily dependent upon public parking and the policies which the Parking Commission addresses.
Amy and the Baxter have substantial experience and interest in downtown parking issues from multiple
perspectives----owner of the Baxter's parking lot, lessee of multiple spaces in the downtown garage, having
over 110 employees in its food/bar venues and wedding/events business as well as attracting numerous
customers into the Baxter on a daily basis. Amy also works closely with neighboring businesses such as the
Lark, the Westin Element, numerous caterers and neighboring businesses. In her capacity as General
Manager of the Baxter, Amy has spent years working directly with our tenants, customers, residents, and
neighbors which provides her with excellent insights and perspective on Bozeman's parking needs and the
impact of various policies. The Baxter and its affiliates are also one of the major payers of property taxes,
TIF payments, and related fees which fund downtown parking.
Amy has served in various club advisory leadership positions at Montana State University, which has also
provided her insight into the parking issues as it relates to MSU. She has also served on various committees
and leadership positions within the community including the Bozeman Area Chamber of Commerce,
Bozeman Business and Professional Women, BACF GIving Circle - Women Who Wine as well as Prospera
Business Network & Montana Women's Business Center.

Most of my experience comes from five years of service on the Planning Board. The final two years
(roughly) I was serving as the Chair. During my chairmanship, we completed the rewriting of the UDC.
Another interesting part of my Planning Board service was reviewing RFP's for the Growth Policy contractor
with Chris Saunders and Marty Matsen.
The knowledge I gained on the Planning Board enabled me to more effectively devote time to other
changes going on in the city, and learn about the NCOD, SID parking credits, leases, TIF's, URD's, etc...
Most recently I served on the Steering Committee for the rewrite of the Downtown Bozeman Improvement
Plan, and was one of the most active volunteers involved in that process.

My desire to join the board is based on trying to do what is best for the city and its residents.
The few opinions I have (about parking) are based on wanting city operations to be fair to all.
Far from being rigid in my thinking, I am eager to learn more, and (where appropriate) be convinced that
my ideas are wrong.
My motives are not based on self interest (I live downtown but have room to park 3 cars in the ally!!).
People who have served with me know that I take my commitments seriously, do my homework, and value
everyones' time.

I have served on various boards, including the Parking Commission, the Downtown Improvement Board and
the Downtown TIF before my Commission term of 2006-2010.
I enjoyed my time on the Parking Commission, and felt we accomplished a lot. The work was rewarding and
challenging and involved many stakeholder groups. The results of this work still provide benefits to the
commmunity to this day. The institutional memory of this experience might be of some value today.
I also live in the MSU residential parking district.
I am ready to volunteer my time and can’t think of a better opportunity that service on the Parking
Commission.
